Consultancy to conduct an assessment of community-based organizations

Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project focused on HIV, global health security, and combatting trafficking in persons using funding from the President’s Emergency Plan for AIDS Relief and the United States Agency for International Development. EpiC Vietnam’s goal is to deliver efficient, affordable, results-based technical assistance and direct services while closing remaining gaps in Vietnam’s efforts to meet HIV epidemic control targets and address the COVID-19 pandemic. EpiC is also addressing trafficking in persons and global health security.

We are seeking a qualified local consultant or consultant team to conduct an assessment of community-based organizations including social enterprises, informal groups, advocacy groups, and self-help groups (hereafter collectively referred to as CBOs) across Vietnam. The assessment will be used to understand the landscape of CBOs nationally including those that receive donor-funding (USAID, US Centers for Disease Control, Global Fund, etc.) and those that do not. The assessment will geographically focus on provinces where CBOs are young, informal, or otherwise in their early stages of development, as well as more mature CBOs that can or already do make contributions to health service delivery across northern, central, and southern Vietnam.
