SUPPORT DEVELOPMENT OF THE 5-YEAR MASTER PLAN ON HEALTH INFORMATION
AND DIGITAL TRANSFORMATION IN HIV/AIDS PREVENTION AND CONTROL

General introduction

PATH is a global organization that works to accelerate health equity by bringing together public institutions, businesses, social enterprises, and investors to solve the world’s most pressing health challenges. As part of the US Centers for Disease Control and Prevention (CDC)-funded Technical Assistance Platform (TAP) project, PATH supports the Vietnam Administration for HIV/AIDS Control (VAAC) and Vietnam’s Ministry of Health (MOH) to develop and deploy the HIV Info 4.0 health information system.

TAP is a central mechanism that enables PEPFAR health information stakeholders in various countries (e.g., Vietnam, Haiti, Ethiopia) to support shared informatic investments and develop long-term solutions. As a consortium-member lead, PATH supports country health systems to grow their capabilities using three approaches: through stronger vision, policy, and governance; a skilled health informatics workforce; and effective information systems.

PATH/TAP support the VAAC in developing a 5-year master plan in health information system and digital transformation in HIV/AIDS control. PATH is seeking a consultant to achieve the following objectives and to fulfill the scope of work described below.

Objectives

The main objective is to develop a 5-year master plan in health information system and digital transformation in HIV/AIDS control.

Scope of work

The consultant will complete the following activities:

  • Conduct an assessment on the current status and demand on the application of information technology in collecting, managing and reporting HIV/AIDS data (review the landscape assessment results conducted by USCDC, develop assessment tools, conduct data collection, write report). Assessment methods include desk review (for example, policy and legal documents and guidance on information technology, e-health, digital health, etc.,), online or offline survey, key informant interviews with relevant ministries and provinces, etc.
  • Develop a draft master plan on the application of information technology in HIV/AIDS prevention and control
  • Participate (present, take note, facilitate) meetings of the master plan committee
  • Synthesize comments and feedback and revise the master plan following comments
  • Finalize the master plan for the government submission

Required qualifications and experiences

  • Medical doctor or post-graduate degree in Health Sciences, Health Informatics, Information Technology or relevant degrees.
  • Knowledge and experience on government’s master plan development
  • Experience in qualitative and quantitative research/assessment
  • Ability to facilitate meetings with experts and government stakeholders

Deliverables

The work is divided into two periods: 1. From August to September 2023 and 2. From October to December 2023. The consultants will work with VAAC and PATH to complete the deliverables. The deliverables for this engagement are as follows:

Consultancy time: 20 to 30 days for the first period. The consultancy time for the second period will be discussed based on the first period deliverables.
