Consultancy for English/Vietnamese Translator for Final Evaluation Climate Smart Community Based Disaster Risk Reduction Project

1.Consultancy for English  / Vietnamese Translator for Final evaluation Climate Smart Community Based Disaster Risk Reduction Project for 5-12 May 2015

Purpose of Project and Background

The Climate Smart Community Based Disaster Risk Reduction project (the project), was officially launched in December 2012 and is jointly managed and implemented by Vietnam Red Cross (VNRC), German Red Cross (GRC) and Australian Red Cross (ARC). The project is coming to an end on 31 May 2015 and a final evaluation will be undertaken in a sample of the project areas, led by an international consultant.

The overall goal of the project, in partnership with local government and Vietnam Red Cross, is to increase the resilience of the most vulnerable men, women and children to current and projected climate change impacts through a number of initiatives including; disaster risk reduction activities, climate resilient or adaptive livelihoods, participatory climate and disaster risk analysis and adaptation planning, capacity strengthening, awareness raising and small scale mitigation works. The project is funded by the Australian Government through the Department of Foreign Affairs and Trade’s (DFAT’s) Community Based Climate Change Action Grants.

23,000 beneficiaries have been directly involved in activities across the 15 targeted communes in An Giang and Kien Giang Provinces. The project focuses on vulnerable groups including women, children, the elderly, ethnic minorities and people with disabilities.

Contract objectives

The main objective of this work is to:

  • Provide quick and accurate verbal translation from English to Vietnamese and Vietnamese to English for the final evaluation team leader (an Australian consultant) for the field trip component (5-12 May 2015) of the evaluation.

Specific objectives

  • Join the final evaluation team and provide accurate on the spot translations between English and Vietnamese for:
    • International (Australian) consultant;
    • Group discussions with community members; and
    • One on one interviews with local authorities and other stakeholders.
  • Assist in the validation of information collected during field visits.
  • Participate in ½ day training with data collectors.
  • Demonstrate sensitivity and inclusivity approaches when interacting with local communities.

Scope of the consultancy

This consultancy will be based in Kien Giang and An Giang provinces, and include groups discussions with community beneficiaries and one on one interviews local government representatives.

Consultancy outputs

Clear, concise and accurate translation between English and Vietnamese during the field trip component of the final project evaluation.

Method of delivery and reasons for selecting that method

The consultant is expected to undertake the tasks as in the following schedule. The timeframe, meaning number of days per task, is indicative and an input into the detailed work plan to be further developed by the consultant in agreement with IFRC. The total number of days cannot be changed.
1. Participate in ½ day training with data collectors (5 May): 0.5 days
2. Visits to communes across both provinces (An Giang and Kien Giang). Includes travel to and from the project sites (6-12 May): 6 days
TOTAL: 6.5 days

Support to be provided to the consultant

The consultant will participate in ½ day training with data collectors.

Guiding Principles and Values

The consultant will be required to adhere to, and be guided by, professional and ethical standards while contracted to Australian Red Cross.  These standards include:

  • The seven Fundamental Principles of the Red Cross and Red Crescent Movement: humanity, impartiality, neutrality, independence, voluntary service, unity and universality
  • International Federation of Red Cross and Red Crescent Code of Conduct (to be signed)
  • German Red Cross Vietnam Child Protection Policy
  • Australian Red Cross Ways of Working
  • Australian Evaluation Society Guidelines for the Ethical Conduct of Evaluations.

Conditions

The evaluation Team members will be required to be aware of and compliant with the International Federation of Red Cross and Red Crescent Societies Code of Conduct.

All documents and discussions relating to this consultancy are confidential and all products remain the property of the Project Consortium to be shared only with the express approval of all three partners.

Schedule for payment of fees

To be negotiated with consultant.

Time Allocation, for budget purposes

6.5 days in  of work starting from 5-12 May 2015. Dates are not negotiable.

Management of consultancy

Selection Criteria

  • Experience in translating Vietnamese to English and vice versa for international guests.
  • Experience speaking with people with local Mekong delta accents and languages preferred.
  • Experience in working in disaster management /climate change /livelihood sector, and subsequent understanding of terminology and processes.
  • Proven written and verbal communication in English and Vietnamese.
  • Very good interpersonal and communication skills.
