I. Background

SNV Netherlands Development Organisation has been working in Vietnam since 1995. Using market-based approaches and SNV’s Balancing Benefits framework for gender equality promotion, SNV is committed to reducing poverty by catalysing environmentally sustainable solutions for low-income people in agriculture, energy, water & sanitation, and REDD+.

The “Enhancing Opportunities for Women’s Enterprises” (EOWE) programme is being implemented between 2016 and 2020 in Vietnam and Kenya by SNV Netherlands Development Organisation. The Programme is part of the Funding Leadership Opportunities for Women (FLOW) framework funded by the Netherlands Ministry of Foreign Affairs, Social Development Department (DSO). In Vietnam, FLOW/EOWE will be implemented in collaboration with local partners in Quang Binh, Binh Dinh, Ninh Thuan and Binh Thuan province, leveraging on previous and existing projects and relationships to ensure more benefits for women.

Women's capacity to participate and compete in economic activities is limited by a series of structural barriers, including the lack of gender-sensitive policies, access to assets, technology, markets, and information as well as gender roles in households, business and communities. SNV’s “Enhancing Opportunities for Women’s Enterprises” (EOWE) programme addresses these issues and aims to advance women’s economic participation and self-reliance in Kenya and Vietnam by creating a conducive environment for female entrepreneurship as a vehicle for change.

The EOWE programme focuses its support on women working in agribusinesses by increasing their access to agribusiness models, assets, technology, markets, and information. In order to increase the income and improve the livelihoods of women in agricultural value chains, the programme supports and promotes climate-smart agriculture business models and women leadership in farmer groups and cooperatives.

In addition, the programme aims to transform key gender norms within households and communities that inhibit women to start or advance their business: workload, leadership and control over income. On the national level, SNV focuses on increasing the gender-sensitiveness of key policies and laws and the establishment of a women’s economic platform and gender network. Within the programme, SNV closely collaborates with local partners and promotes a network of different actors in the agricultural sector, the Women’s Union, Cooperative Union, Vietnam Chamber of Commerce and Industry (VCCI) and national and local government actors for technical support and policy influencing.

The Women’s National Business Start-up Programme of Vietnam Women’s Union for the period 2017 - 2025

Through the FLOW/EOWE programme in Vietnam, SNV is supporting the Vietnam Women’s Union (VWU) to become a key player in fostering the entrepreneurship ecosystem of Vietnam, which will allow it to play a much more substantive role in the country’s private sector development, and thus increase its policy influence to promote a women’s economic empowerment agenda. On a policy level, SNV together with Vietnam Women’s Union will organise Public-Private-Civil society dialogues to engage different stakeholders, from female entrepreneurs to senior policy makers, to discuss challenges and opportunities for women businesses and start-ups, with the aim that these reflections and insights could feed into new gender-responsive policies and programme.

The Women’s National Business Start-up Programme (VNWBSP) is an important target of FLOW/EOWE programme, both at policy level and business level. SNV has supported Vietnam Women’s Union in formulation, technical development and evidences for advocacy of the Women’s National Start-up Programme, which has recently approved by the Prime Minister. In order to enable VWU to effectively implement the Programme, to contribute to filling the policy gaps, SNV in collaboration with Vietnam Women’s Union plan an important event to launch, to facilitate kick-off the VNWBSP and to promote policy dialogue for enhancing enabling environment for women’s business through a National business platform with women entrepreneurs, high-level officials, international representatives. With the strong target on in-depth impact and relations of the event, the event requires specific professionalism of the organizer with high expertise, experiences and commitment. Therefore, SNV is inviting external consultancy service to design and organise this event.

II. Assignment description

1. Event:

Launching of Women’s National Start-up Programme and women’s economic empowerment (WEE) forum. This is a one-day event in Hanoi, planned tentatively to be held in the 1st week December 2017 with the attendance of high-level Government officials and up to 150 International and national participants. The event is co-organised by SNV and the Vietnam Women’s Union.

The objectives of the event:

  • to officially announce and kick-off the Women’s National Start-up Programme;
  • to promote women-led businesses and start-ups;
  • to dialogue on opportunities and challenges, especially policy barriers for women-led business start-ups and business development.

2. Scope of work:

Under guidance of SNV team, the consultant(s) should provide the following consultancy and service packages, with inputs from Vietnam Women Union, ensuring the specific requirements:

2.1 Consultancy package 1: Design, organise and the Launching event and the WEE forum with the following details:

General:

  • Developing the detailed script of whole events (agenda, facilitation plan, roles/responsibility, delegation/audience preparation, director/moderator/MC, rehearsal), with inputs and cooperation from VWU and SNV;
  • Directing and facilitating the event: Key facilitator shall be a famous professional with profound knowledge on the topic of start-ups and women’s businesses; and strong experiences in facilitating women’s economic empowerment events/talk-shows
  • Inviting media and press, follow-up media coverage and provide clippings
  • Arranging and operating event equipment and other relevant logistics arrangement (sound/lighting system, overall decoration, backdrop, standees, flowers, making-up)
  • Designing, printing and organising 150-200 invitation letters, 20 posters, 200 paper bags (for participants gifts), video/photos shooting, reception (further discussion with SNV on arranging this logistics tasks)

Launching:

  • Detailed script for launching protocol
  • Moderating the dialogue of high-level Government officials and the audience
  • Facilitating the kick-off and interaction

WEE forum:

  • Detailed script for forum: panels, speakers, key themes and associated questions, key messages, facilitation plan
  • Panel coordinating and moderating
  • Inviting Speakers (in cooperation with VWU and SNV)

Exhibition:

  • Design and arrange exhibition for products from women-led enterprises (10-15 counter for 10-15 provinces to present key local produced products, especially products from women-led enterprises). Each counter exhibits around 10 products/businesses.

2.2 Package 2: Producing 02 video outputs with the requirements as follows:

Video output 1 (finalised before the event) - 3 video clips and 1 consolidated video: three video clips to be used as the entry-points for each session of the event (3 – 5 minutes each, topics listed below) + one video that consolidates the three video clips into 1 longer video (9-15 minutes):

  1. Challenges for women in business start-up and development + oopportunities for women’s businesses as the rationale for the formulation of the Women’s National Start-up Programme
  2. Good practices of Women-led business start-up initiatives nation-wide (incl. cases of SNV’s FLOW/EOWE programme)
  3. How to make Agribusinesses gender-responsive and fit with 4.0 revolution (incl. cases of SNV’s FLOW/EOWE programme)
  • Purpose: to showcase the challenges and opportunities for women’s businesses as the rationale for the formulation of the Women’s National Start-up Programme, and feature good practices of women-led business start-up initiatives and cases of gender-responsive agribusinesses
  • Length: 3 video clips (3-5 minutes each) and 1 consolidated video (9-15 minutes)
  • Format: Full HD quality or higher, Vietnamese voice-over with English subtitles (UK Spelling)
  • Final deliverable: 3 video clips and 1 consolidated video with English subtitles to be finalised before the event and all raw filming footage.
  • Materials
    • Available materials on the Government support business start up initiatives with open access for promotion. The consultants with access to these materials for further consolidation and promotion will be advantage.
    • New field shooting materials: Quang Binh (rice and mushroom business models); Ninh Thuan (asparagus) and other suggested business models and other places for interview policy makers, women entrepreneurs, and local people.

Video output 2 (finalised after the event): - 1 final event video clip

  • Purpose: An event video to sum-up the events with participants/audience, activities, discussions, key messages for knowledge management and post-event communication.
  • Length: 3-5 minutes
  • Format: Full HD quality or higher, Vietnamese voice-over with English subtitles (UK Spelling)
  • Final deliverable: 1 final movie clip with English subtitles (UK Spelling) and all raw filming footage.

3. Time frame

Under guidance and management of SNV team, the consultant(s) will be expected to undertake the tasks in November and December 2017.

III. Requirements of consultant(s)

The consultant(s) should meet the following requirements:

  • Strong experience in organising high-level and international events with a diversified audience;
  • The director/moderator is the key. She/he should be very experienced with Business start-up programme and women businesses, having strong network with Government, media and relevant stakeholders and women union programmes.
  • Evidence of acceptance of the key Director/Moderator and speakers;
  • Proven experience with the production of high-quality and professional video clips (shooting, interviewing, post-production);
  • Some knowledge on development works and relevant issues would be a strong advantage;
  • Fluent Vietnamese and able to write a script in English (proofread by native English speakers) based on guiding storyline provided by SNV and VWU;
  • Available for shooting in project field during October – November 2017 (details and timeline will be discussed later);
  • Ability to deliver good services in very short time/notice.
