Background
FHI 360 is an international non-governmental organization that works to improve the health and well-being of vulnerable and marginalized populations in Vietnam. The organization partners with the Ministry of Health and other national and provincial bodies to address issues such as HIV and TB prevention, treatment, trafficking, COVID-19, antimicrobial resistance, health system strengthening, global health security, non-communicable diseases, maternal and child health, nutrition, and diagnostic services.
The Meeting Targets and Maintaining Epidemic Control (EpiC) project is a global initiative funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) and USAID, focusing on HIV, COVID-19, combating trafficking in person and global health security. As part of its work in Vietnam, EpiC is seeking a qualified local research institution, consultant or team to assess the surveillance system for preventing, detecting, and responding to emerging, reemerging, and prioritized epidemics in Can Tho City, Vietnam.
Scope of Work
This support will include, but not be limited to the following:
- Objective 1. Review national and provincial policy and guidelines that may guide/impact optimization of a provincial response to emerging, reemerging, and prioritized epidemics in Can Tho City.
- Objective 2. Conduct an assessment in Can Tho focusing on (1) Personnel structure and capacity: Evaluate the structure, roles, and competencies of personnel involved in infectious disease surveillance, reporting and responding systems. Identify gaps in headcounts, capacity, and resource allocation; (2) Health Information Systems: Assess the effectiveness of health information systems used for monitoring infectious diseases and public health events. Examine system integration and data completeness, accuracy, timeliness, and usability; and (3) Equipment and Resources: Review the availability, quality, and adequacy of equipment and tools supporting surveillance, reporting, and responding systems. Identify shortcomings and areas for improvement.
- Objective 3. Develop recommendations for improving the surveillance system and proposing the development of an integrated surveillance and emergency operations center for infectious disease outbreaks and public health events in Can Tho.
Proposed Activities:
- Facilitate consultation meetings and technical working groups with local stakeholders and FHI 360 staff to understand their needs and expectations for the assessment.
- Conduct a desk study/literature review on policies, guidelines, and data relevant to provincial response to emerging, reemerging, and prioritized epidemics in Can Tho City.
- Work with the Can Tho City Center for Disease Control, Can Tho Department of Health and FHI 360 staff to finalize the assessment scope and develop proposal and data collection tools to collect qualitative and quantitative information.
- Collect, manage, and analyze quantitative data via an online questionnaire (estimated sample size of 120 units), qualitative data (estimated 24 in-depth interviews and 15 focus group discussions with key informants in Can Tho City), monitor and review infectious disease data (estimated 15 health units)
- Prepare a report and dissemination of the findings and participate in policy-oriented meetings on the City’s responses to emerging, reemerging, and prioritized
Proposed Deliverables: (in both English and Vietnamese).
- A set of reference documents for policymakers on the City’s responses to emerging, reemerging, and prioritized
- A report with the complete data and analysis as a result of the qualitative and quantitative assessment described above, as well as a summary presentation.
- A full report including actionable recommendations for (1) filling human resource workforce gaps and capacity needs in response to epidemics in Can Tho City, (2) improving health information systems and software across sectors (where possible), and (3) addressing equipment gaps and advocating for more resource allocation from the local authority;
- The elements of the scope will be refined with the partner during the contracting process.

Proposals will be evaluated in accordance with the following criteria:
