Development of a Short Video on Responsible Business Conduct in Vietnam
1. Background:
In July 2023, the Prime Minister of Vietnam issued Decision no. No 843/QD-TTg: Issuing the National Action Plan for Law and Policy to Promote Responsible Business Practices in Viet Nam (NAP) for the period of 2023-2027.
In the context of Vietnam’s pursuit of rapid and sustainable development, there is a growing emphasis on responsible business practices (RBP) to protect stakeholders’ rights and interests. The Communist Party’s 13th Congress underscored the significance of corporate social responsibility (CSR) and the integration of responsible practices. While CSR covers broader societal responsibilities, RBP focuses on mandatory measures taken by businesses to address risks and responsibilities towards stakeholders like employees, consumers, and affected communities. This includes risk assessment, prevention, and remediation efforts, with both businesses and society sharing the responsibility of compliance.
The Office for Business Sustainable Development (SDforB) is seeking the services of developing a short video on responsible business conduct (RBC) in Vietnam. The short video aims to effectively communicates the concept of Responsible Business Conduct in Vietnam and encourages businesses to adopt responsible practices.
Environmental protection is a critical component of Responsible Business Conduct, which encourages companies to operate ethically while minimizing negative impacts on people and the planet. In Vietnam, as the country faces increasing environmental challenges such as pollution, waste, and climate change, it is essential to promote awareness of how businesses can adopt environmentally responsible practices.
This video will be part of a broader communication effort to raise awareness, inspire positive behavior change, and showcase real-life examples of Vietnamese businesses contributing to environmental sustainability.
2. Objectives: The objective of this assignment is to conceptualize, script, film, and produce a short video (with a 2–3 minute version and a full 4–5 minute version) that:
- Raises awareness about the importance of environmental responsibility within RBC.
- Communicate the importance of responsible business conduct to wider audiences.
- Highlights practical actions businesses in Vietnam can take to reduce environmental harm.
- Demonstrate the commitment of key stakeholders from the Vietnamese Government, business sector and Australian Embassy.
- Share case studies of good practice.
3. Scope of Work:
The Short Video Consultant or Agency will be responsible for the following tasks:
- Conduct a brief desk review and consult with SDforB to understand relevant environmental and RBC issues in Vietnam.
- Develop a creative concept and storyboard for the video.
- Draft and finalize a script in consultation with SDforB.
- Identify and coordinate with relevant stakeholders for interviews or case studies/good practices.
- Film, edit, and produce a high-quality video in Vietnamese with English subtitles.
- Provide raw footage and final versions in appropriate formats for online and offline use.

5. Key Themes to Include
- What is Responsible Business Conduct?
- Why environmental responsibility matters in business operations.
- Impacts of unsustainable business practices (pollution, emissions, waste).
- Positive examples from Vietnamese companies (e.g., recycling initiatives, green energy, circular economy, eco-friendly supply chains).
- Call to action: “Businesses can be part of the solution.”
6. Timeline:
The consultancy will be conducted from June until August, 2025. The consultant/agency will be required to provide regular updates on progress and deliverables throughout the activity.
7. Required Qualifications:
The service provider or team should have:
- Proven experience in video production, especially on development or corporate responsibility topics.
- Demonstrated ability to deliver high-quality visual storytelling.
- Capacity to work in Vietnamese and provide English subtitles.
- Familiarity with responsible business practices or similar development themes is a plus.
8. Proposal Submission:
Interested applicants should submit:
- A technical proposal (including initial ideas, work plan, team composition).
- A financial proposal.
- Samples of relevant previous work.
- CVs or portfolio of the team members.
9. Evaluation and Selection Process:
Proposals will be evaluated based on the consultant’s or agency’s experience and qualifications, proposed methodology, creativity, and budget considerations. Shortlisted candidates may be invited for an interview or presentation to discuss their proposal further.
