TERMS OF REFERENCE: MARKET ANALYSIS FOR AGRI-CLIMATE PRODUCT
- Background information
World Vision is a Christian relief and development organization working to create lasting change in the lives of children, families and communities living in poverty. World Vision serves all people regardless of religion, race, ethnicity or gender. As a child-focused organization, World Vision’s (WVV) work focuses on children, ensuring they are protected and their basic needs are met. WVV’s current strategy focuses on Nutrition, Child Protection and Sustainable Livelihoods.
The Microfinance Program (MFU) under World Vision Vietnam (WVV) was established in 2006 to foster improvement in the quality of life among the clients in Vietnam by assisting the economically active poor and graduating the moderate and poorest of the poor into entrepreneurial skills. This will be accomplished through a sustainable Micro Finance program that provides access to loans, insurance and savings within program areas. All aspects of the services that MF program delivers are built to lead the development of appropriate models, capacities and systems for Micro enterprise development in Vietnam, resulting in sustainable economic development as part of WVI transformational development ministry throughout Area Program (AP) communities.
Over nearly 20 years of operation, MFU has expanded its scale and now operates in 11 districts across 5 provinces (Hung Yen, Thanh Hoa, Quang Tri, Da Nang, and Quang Nam).
World Vision Vietnam is implementing the Transforming Household Resilience In Vulnerable Environments Project (THRIVE 2030) in 25 existing and 6 potential Aps. The project goal is: “Households and communities build improved, resilient, and sustainable livelihoods for child well-being.”. The project aims to improve economic empowerment and the accessibility of financial services for the most vulnerable households in target communities.
Under THRIVE project, the agricultural sector is a major source of livelihood, yet it is increasingly vulnerable to climate change effects such as erratic weather, drought, and flooding. Smallholder farmers are particularly at risk due to limited access to capital, climate-resilient technologies, and market linkages. In response, the THRIVE Project under MFU and are partnering to develop a financial product to support farmers in adopting climate-smart agricultural practices. A thorough market analysis is essential to understand the financial needs, market potential, and existing gaps for the Agri-Climate product.
- Purpose and objectives
The purpose of this consultancy is to conduct a comprehensive market analysis to inform the development of an Agri-Climate financial product. The consultant will evaluate demand, market readiness, regulatory landscape, and potential challenges, providing data-driven insights to guide product development. The key objectives for this market analysis:
- Assess the demand for climate-resilient financing among clients in on-farm, off-farm and non-farm value chains.
- Identify gaps in access to climate-responsive financing.
- Analyse market readiness and regulatory factors affecting product deployment.
- Provide recommendations on target markets and key client segments.
- Scope and deliverables
The consultant will perform a market analysis across with a focus on the following key areas:
a. Market demand and client need
- Evaluate the demand for climate finance, with a focus on the financial needs of smallholder farmers.
- Identify the main barriers farmers face in accessing climate-smart agricultural inputs and financing.
- Determine the types of climate-smart technologies in demand, such as solar irrigation, drought-resistant seeds, and energy-efficient storage.
b. Regulatory and market landscape
- Assess the regulatory environment for climate finance and microfinance in Vietnam rcountries.
- Identify any regulatory or policy obstacles to implementing climate-smart financial products.
- Analyse the readiness of MFU and other market actors to support climate finance solutions.
c. Market segmentation and targeting
- Identify and segment potential client groups, focusing on rural, underserved areas.
- Evaluate the financial capacity and willingness of farmers to adopt climate-smart practices.
d. Market actor mapping
- Map out key market actors involved in the supply of climate-smart agricultural inputs and technology providers.
- Identify potential partners for product co-creation, including suppliers, distributors, and technology providers.
- Deliverables
- Market analysis report: Comprehensive report detailing demand, market conditions, regulatory factors, and potential partners.
- Market actor map: A visual and descriptive map of key actors in the climate-smart technology supply chain.
- Recommendations: Key recommendations on target client segments and areas for product focus, to guide product development.

- Qualifications
- At least 5 years of experience in market analysis or research, ideally within microfinance, agriculture finance, or climate finance.
- Proven expertise in assessing market demand for financial products, especially within the agricultural or climate-smart sector. Provide at least 2 testimonials.
- Strong analytical and communication skills, with a track record of producing high-quality reports.
- Familiarity with rural finance and regulatory environments in Vietnam
- Experience in working with humanitarian, non-profit organization is a plus
The consultant team is supposed to have laptops, communication devices, and other audio-visual devices for the consultancy
- Budget
Accommodation and transportation expenses will be reimbursed based on actual receipts with reasonable prices. WVV will not cover meal expenses for the consultant while working with WVV, as these costs are included in the consultant’s daily fee rate.
