An analysis of public and private policy environment and practices affecting smallholder farmers CAMBODIA, LAOS, VIETNAM, THAILAND

“Sustaining and Enhancing the Momentum for Innovation and Learning around the System of Rice Intensification (SRI) in the Lower Mekong River Basin is a European Union funded project led by the Asian Institute of Technology along with its partner including Oxfam, IDS University of Sussex, UK, and FAO. The project  associates are SRI-Rice Centre of the Cornell International Institute for Food, Agriculture and Development (CIIFAD) in USA, and the University of Queensland in Australia. The project seeks to contribute to enhance resilience of rain-fed smallholder farmers of the Lower Mekong Region confronting climate change.

As part of this, the project will commission an analysis of public and private policy environment and practices affecting smallholder farmers and small-scale agriculture in the context of food security and climate change in the Lower Mekong River Basin countries. The analysis will inform on-going policy advocacy and communication activities supported by the project.

We are seeking a consulting agency or consultant with at least 10 years’ experience in public policy analysis with focus on agriculture, sustainable livelihoods, food security and small scale agriculture in Lower Mekong river Basin region including proven business experience in rural markets.

The consultancy will be hosted at the Oxfam Office in Phnom Penh. Institutions and Individuals are invited to submit competitive tenders not exceeding USD18,000.
