Research on access to productive agricultural land for the rural land poor, landless and smallholder male and female farmers in the four Lower Mekong River Basin countries with case studies focusing on Cambodia - CAMBODIA, LAOS, THAILAND, VIETNAM

“Sustaining and Enhancing the Momentum for Innovation and Learning around the System of Rice Intensification (SRI) in the Lower Mekong River Basin is a European Union funded project led by the Asian Institute of Technology along with its partners including Oxfam and FAO. The project associates are SRI-Rice Centre of the Cornell International Institute for Food, Agriculture and Development (CIIFAD) in USA, and the University of Queensland in Australia. The project seeks to contribute to enhance resilience of rain-fed smallholder farmers of the Lower Mekong Region confronting climate change.

As part of this, the project will commission research on access to productive and agricultural land for the rural land poor, landless and smallholder male and female farmers in the four Lower Mekong River Basin countries. The research will include an intensive desk review of the 4 LMB countries and limited field work focused on Cambodia to collect powerful stories and case studies. Research findings and policy recommendations will inform the policy advocacy and communication activities supported by the project.

We are seeking a research/consulting agency, researcher/consultant or a team of researchers/consultants with at least 15 years’ experience in the areas of sustainable development, agricultural and rural development, land management and land use planning in Lower Mekong river Basin (LMB) region. Potential consultants should have solid understanding of the land related issues facing land poor, landless and smallholder male and female farmers in the LMB region.

The consultancy will be hosted at the Oxfam Office in Phnom Penh. Institutions and Individuals are invited to submit: i) Expression of Interest; ii) CVs demonstrating relevant capacity and experience; iii) 2 writing sample of relevant topic to the research; iv) a concise technical proposal of maximum 1500 words; v) a tentative work plan for desk review, field work with indicative budget.
