Consultancy for Organisational Gender Assessment

1.Background

CARE in Viet Nam is on the time to revise our gender strategy for new period since 2013. The future direction have been directed and comprised with three focus areas of (i) gender integration, sensitize gender in projects and its scope is including of staff / partner /beneficiary capacity building, of gender analysis and action; across different phases of the project cycle, design, implementation, monitoring evaluation, of  gender analysis and action around selected technical topics, or models, of reflection and learning, and of analysis to support long term program design (ii) women’s empowerment, this will be linked to key issues in Vietnam, priority areas in the program strategy and work of others. It could include prevention of gender-based violence (PGBV), sexual and reproductive health, and participation; and be considered in long term program design  and (iii) gender in organisation, including but not limited of considering gender equity on Human Resource policy and practices, on structure of decision making in country office, on organisational structure and leadership, on financial policy and procurement system, on communication system, on workload management, country office’s physical facilities and work arrangements, on beliefs, attitudes and practices of officials and personnel. 

There is now a need to identify where CARE in Viet Nam is in terms of integration gender at the organisational level, in order to make decisions about where to focus efforts in the coming years. This organisational gender assessment will help to draw a comprehensive picture of the current situation, to inform the further gender strategy for CARE In Viet Nam and our priority actions,  in order to be an authentic gender equity organisation.

CARE Vietnam is seeking an International Consultant to conduct this assessment.

2.Purpose of the Consultancy and Scope of Work

This consultancy will provide a snapshot of where CARE Viet Nam is up to in terms of gender integration at organisational level, key factors that influence the situation, barriers to the changes and recommendations on what to do and how to move it forward in CARE Viet Nam.

This consultancy combines in-country and desk based activities.

- Preparatory reading, including CVN’s Gender Strategy 2008 – 2012, CVN’s Gender Equity  paper, CARE International’s Women’s Empowerment Framework, Gender Integration Manual, program design summaries for Socially Marginalized Population and Remote Ethnic Minorities.
- Propose detailed plan for the assignment, including suggestion how to involve CVN’s Gender Task Force as a way to build their capacity in organizational assessment.
- Review relevant policies and practices of CVN in terms of gender integration at organizational level
- Prepare and facilitate consultation meetings with CVN’s senior staff.
- Prepare Organizational Gender Assessment report

3.Methodology:

The methodology will be mutually agreed between the Consultant and CARE Vietnam, which could include but not be limited to the following: documents review, consultation with relevant CARE Vietnam staff, and relevant gender analysis tools and methods.

4.Inputs:

Approx 15 days, of which at least 10 days will be in HCMC and Ha Noi, Viet Nam. Detailed work schedule will be submitted by consultant and reviewed for approval by CARE Vietnam.   

5.Deliverables:

- Brief consultancy plan, suggesting key milestones
- Gender analysis tools and data collection plan
- Report in English comprising of issues, key influences, barriers and recommendations on moving forward

6.Timeline:

All consultancy outputs must be complete by 25th June 2013.

7.Consultancy Management

CARE Vietnam staff will ensure effective administration support for the program, however the consultant will need to work independently to analyse a range of documents.  The consultancy will be managed by program quality manager and technical support by Gender Coordinator.

8.Selection criteria

- Essential areas of expertise:
- Successful experience of gendered programming and organisation in an international development context, including in SE Asia
- Excellent and demonstrable analytical and writing skills, in English
- Excellent research skills and experience in gender analysis and preferred with an organisation assessment
