Consultancy for Qualitative Analysis and Verification of the Performance of a BftW Partner Organization
Bread for the World Regional Office Vietnam- Laos is looking for a consultancy:
Qualitative analysis and verification of the performance of a BftW partner organization in terms of their eligibility for funding by EZE / BMZ funds.
Location: Vietnam, Laos, and Europe in case the Head Office is in Europe.
Background
Bread for the World (BftW) is a German non-government ecclesial organization working throughout the world with the objective to contribute to an inclusive socio-economic development to overcome poverty. Guiding principles are social justice and ecological responsibility. The regional office (RO) in Hanoi is cooperating with local and international partner organisations since 1996.
Objective of the assignment
Partner organizations enhance their eligibility for the implementation of more complex impact-oriented projects and programmes with German federal means (EZE/BMZ) of verification.
Description of the assignment
The service shall include an evidence-based qualitative and quantitative assessment of a specific partner organization (the Foundation in Switzerland and the Project Office in Vietnam) in terms of their administrative and financial management and compliance capacities considering national legal requirements and international development standards. The performance and potentials regarding developmental relevance and effects of their respective projects shall be analyzed.
In detail:
- Relevant legal documents regarding the organizational and non-profit legal status of the organization, taking into account the relevant national legislation and BftW requirements
- The efficiency of administrative and financial systems, including internal controls and compliance for handling complex multi-donor funded projects, meeting donor requirements
- The financial capacity and sustainability of the respective organizations
- Organizational management structures and decision-making processes and procedures, guidelines, including gender policies and code of conducts
- Human resources, technical competencies within the organizations in terms of professional qualification of target groups, impact monitoring and presentation and reporting expertise
- Learning fields and recommendations for professionalization
The consultant will review relevant documents, including institutional audit reports and external evaluations. The consultant will meet with the boards, directors, and relevant staff. Different project sites will be visited if necessary.
Collected data will be validated and verified. Relevant observations and findings will be incorporated in the reports and shared and discussed with the management of the respective organizations and the regional office in Hanoi.
It is of particular importance that the consultant designates the favoring and inhibiting factors of the respective organizations for the achievement of objectives, focuses on structures, procedures and processes, strategies and learning fields for the development of potentials and core competencies that are suitable for the professionalization of the organizations.
Qualifications and competencies
Professional expertise
- Diploma/master’s in social science, International Politics, or other relevant areas with a strong focus on development politics and cooperation
- Very good and proven expertise in monitoring and evaluation based on international standards
- High familiarity with administrative and financial management procedures of Non-Profit Organization, including internal control systems and compliance requirements of various international and multinational donors
- Expertise in various accounting software and bookkeeping systems, especially regarding financial reports on multi-funded projects
- Very good knowledge of the development potentials and challenges of Vietnam and Laos
- Very good knowledge of the respective national legal frameworks, particularly with regards to the legal operations of (national and international) Non-Profit Organizations
- Very good knowledge of the standards and procedures of BftW
- Fluent in English. Vietnamese / Lao favorable
