Consultancy for Reviewing and Confirming the Office Payroll and 2014 PIT Calculation

1.Consultancy for reviewing and confirming the office payroll and 2014 PIT calculation

I.Background

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian network, reaching 150 million people each year through its 189 member National Societies. The Organisation acts before, during and after disasters and health emergences in order to meet the needs and improve the lives of vulnerable people. Our work is guided by seven fundamental principles (humanity, impartiality, neutrality, independence, voluntary service, unity and universality) and by Strategy 2020, which voices our collective vision and determination to move forward in tackling the major challenges that confront humanity in the present decade.

To meet the support needs of the Vietnamese Red Cross, the IFRC Vietnam office together with its sister national societies is largely staffed by Vietnamese nationals.  In total it is estimated that there will be 20 national and four international staff in 2015.  In addition to full-time staff, the country office will also offer internships to young professionals in areas where this is mutually beneficial to both parties.

II. Objectives and outcomes of the consultancy service

The objective of the consultancy service is to enhance the level of compliance with the Vietnamese regulations on Personal Income Tax (PIT), for national and international staff.  Specifically the IFRC is seeking a consultant to provide the 2014 PIT finalization for national staff, and advise on the requirements for PIT reporting and management for international staff.

A. 2014 PIT Finalization  Vietnamese staff

  • Obtain the information/ documentations from the Office on the employees’ income and remuneration; review current payroll calculation of the office and provide corrections (if any) to comply with Vietnamese Labour Law, Social & Health Insurance, Personal Income Tax and other laws or regulations applicable to the IFRC;
  • Analyze incomes and remunerations of the employees under the Vietnamese PIT laws and regulations;
  • Issue PIT payment instructions to the Office to ensure that the payable PIT amount is appropriate before advising the Office for payment;
  • Clarify any queries of the local tax authority on the figures reported based on the information provided by IFRC;
  • Confirm on the Calculation of 2014 PIT Finalization for the Office consisting of 15 Vietnamese staff.
  • Be responsible for the 2014 PIT calculation with the Tax Authority by signing on the TAX DECLARATION;
  • Be liable for any mistakes in PIT calculation if identified by any authorized government agencies at later stage;
  • The IFRC will receive the calculation sheets (in excel format) of the office payroll and 2015 PIT.
  • PIT Analysis for final report of the Vietnamese staff who has not authorized IFRC doing finalization of 2014 (included the consultant)
  • Obtain the information/ documentations from the Office on the employees’ income and remuneration;
  • Analyze incomes and remunerations of the employees, provide the final report of 2014 under the Vietnamese PIT laws and regulations;
  • Take responsibility for the accuracy and completeness PIT final report of employees/consultant to the extent of the information provided by IFRC.

B. PIT exemption for expatriates of IFRC

  • Consult with IFRC on the official documents which are relevant on the regulation of PIT exemption from Vietnamese Government, including documents provided by PACCOM
  • Dealing with PACCOM and/or the Vietnamese Tax Department to get their confirmation regarding the PIT exemption of the expatriate who work for IFRC.
  • Provide the complete report of PIT exemption for IFRC expatriates of IFRC.

III   Methodology

  • Briefing meeting with the IFRC team to have better understanding on the requirements from the consultancy service;
  • Gathering all relevant information and documents for facilitating the consultancy service form the IFRC finance;
  • Desk review on the current payroll and PIT calculation and develop appropriate calculation sheet (in excel format);
  • Debriefing meeting with the IFRC team to present the calculation methods and advices (if any) to the organisation to comply with all the Vietnamese Laws applicable to the IFRC.

IV   Reporting structure

The consultants will report to the IFRC HoD and Finance team.

V   Timeframe

  • Submit quotations no later than 5p.m on 23th Dec 2015, all quotations received after the deadline will not be accepted.
  • Start working in the IFRC office on Feb 2015 and is expected to finish on 28 Feb 2015 including debriefing meeting with the IFRC team.

Quotation is requested to apply in English to do the tax finalization. It should be separate price for each components
