Best practice study - TOR for consultant’s service

1. Background

PTU/DHF have been cooperating with DPHanoi 3 three phase programme of capacity building and organizational development since 2006 to 2015.

DPHanoi with a membership of 500 at its start in 2006, has now become a strong organization with 9,600 members and is often the first reference for many donor projects thanks to its fast and solid development, with vast experience in such areas as establishing new association at district and ward levels, advocacy, support for members’ access to micro finance, accessibility, etc.

Apart from the above project with DPHanoi, in 2014 the PTU/DHF also launched a new multi partner project aiming to strengthen capacity for DPOs outside Hanoi namely from three other provinces of Ha Nam, Nam Dinh, NinhBinh. This project is titled “Capacity Building and Organizational Development for Provincial DPOs in Vietnam” or CODV.

In order to make good use of the experience gained with DPHanoi, drawing practical lessons for the new partners of CODV, the project office has planned for a best practice study for which consultancy service is required.

2. Objectives:

The study aims to provide a comprehensive view of the positive results of the PTU/DHF project in two areas of OD and advocacy, which will serve as the good reference for similar project in the future of DPO Hanoi as well as other DPOs in Vietnam.

3. Scope of activities:

a. Topics for study:

The consultant will conduct a study and prepare a report on the good practices for the following topics:

i. Topic 1: DPO organizational development
ii. Topic 2: Advocacy

b. Study sites:

For topic 1: districts of Thanh Xuan, Me Linh and Soc Son, Office of DPHanoi
For topic 2: district of Ba Vì andThanh Xuân, PhúXuyên, Thanh Oai, ?ông Anh, Thanh Trì
Topic 2 will not be addressed through analysis of implementation results in two areas of micro finance and accessibility to the physical environment,  activities.

c. Reference documents:

i. Start up project report
ii. Mid Term review report
iii. Other documents and reports provided by DPHanoi
iv. Reference materials on donor’s requirement as may be needed to be provided by CODV project office.

4. Timing:

The study should start from the 1 Nov 2015.

Initial report to be available by 20 December 2015.

Final report to be available by 15 January 2015.

5. Best practice study report should include:

a. What is a DPO good practice in OD in the context of Vietnam and Hanoi.
b. The role of training and coaching in capacity building for DPOs, how different are the impacts of these two methods?
c. For each topic, the study should include:case and facts, stories, analysis, lessons learnt, recommendations.
d. The recommendations should be as practical as possible which are expected to be used in the future project.
e. For each topic, there is always an assessment of the impact of advocacy work leading to that good practice and how this advocacy part is integrated into the implementation process.
f. The data collection and findings should take into account the rights based approach on disability.
g. Language of the report is English.

6. Service fee and number of work days:

The service can be provided by one consultant or a group of consultants.
Maximum 30 work days.
Rate: 2,500,000/day
Total contract: 75.000.000 VND

Cost of transport will be provided at actutal rate according the CODV financial rule.

7. Professional requirements for consultant(s):

  • 10 year experience in research work
  • Master Degree minimum in development and social subjects.
  • List and subject of research work to be sent together with CV
  • Good skills in doing interview with vulnerable group of population aiming not to cause stressful feeling for interviewee but to create comfort, so that they will feel reassured enough to share what they really think is the good and the “can be better” way to do.
  • Experience in working with persons with disabilities is preferred
  • Good understanding of human rights based approach in disability issues is a big advantage.

8. Arrangement for implementation:

Letter of introduction from DPHanoi and the CODV Office to the study sites.
Meeting with CODV project office to have common understanding of the TOR, the study report and the expected output.
Meeting with CODV Office every two weeks and as necessary for follow up, to exchange views and clarification.
Meeting with DPHanoi and CODV office to collect comments on the initial report.
