I. Background:

Since 2015 until now, Good Neighbors International (GNI) has collaborated with the People's Committees of communes in Hoa Binh, Tuyen Quang and Thanh Hoa Province to implement the income generation groups (IGG)/interest groups/cooperative programs. In addition to establishing groups, GNI also provided support of fund, training on production skills and seeking output market for products of IG groups

After nearly 3 years of implementation, Income Generation program has supported for establishment and operation of 54 groups. Many IG groups are operating effectively and stably through group buying and selling activities, which help group improve income and have a stable income source. However, members of some IG groups have not played active roles in the group's activities, resulting in group members not connected with other in production, ineffective use of supported fund, and products of the group not yet meeting the market needs.

In addition, from 2018, GNI plans to focus on supporting groups operate well and conductproduction and businesses activities to create a stable and high-quality supply of products for businesses and supermarkets in big cities.

Therefore, GNI wishes to seek consultant to evaluate on activities of IG groups in Hoa Binh, Tuyen Quang and Thanh Hoa Province, thus classifying IG groups so GNI has appropriate supporting plans for group to operate effectively.

II. Information about IG groups and implementation plan:

• Location: At projects sites of 03 provinces: Thanh Hoa, Hoa Binh and Tuyen Quang.
• Time: Jul and Aug 2018.
• Detailed information about Income Generation Groups (IGG):

III. Duties:

• Develop indicators to evaluate groups, evaluation tools, and classify group activities based on guideline of GNI.
• Directly evaluate on organizational efficiency and management of principal amount, interest of each group at CDPs together with audit team of GNI.
• Write the result report to evaluate on operational efficiency of IG groups.

IV. Requirements for implementation:

• Develop group evaluation tool: evaluating criteria are detailed, clear, and suited with actual conditions.
• Ensure evaluating criteria applied and implemented to groups.

V. Requirement of output:

• A report of result to evaluate on efficiency of IG groups supported by GNI include following information:
  
  • Analyze the current status of activities of each group in terms of: management of principal amount and interest, purpose of using fund, efficiency of production, relationship between group members, etc.
  • Classify implementing efficiency of each group in order (levels: A – good, B – average, C – bad) according to criteria agreed with GNI.
  • Propose recommendation to improve activities of each IG group, or dismiss the group (if necessary).

VI. Requirement for consultant:

• Consulting units and agencies must have professional agricultural economics or professionalism related to the development of criteria to evaluate on group activities.

• For consultant directly involved in the evaluation:
  
  • Have at least 08experience years in the agricultural economics, microfinance field, at least 5 continuous working years specialized in evaluating on activities of IG groups.
  • Have practical experience in developing processes and actual activities of IG groups.
  • Have in-depth understanding about operational process of IG groups.
  • Have specialized skills about development of evaluation criteria, conducting training for farmers.

VII. Consulting fee:

Consulting fee will be determined basing on the experience, capacity and proposal of the consultant; as well as cost norm of GNI for consulting fee.
