Consultancy Service on Evaluation of the Project on Strengthening the Capacity in Child-sensitive Planning, Monitoring and Evaluation of Socio-economic Development Plans

UNICEF VIETNAM is looking for qualified institutional/Corporate service from International and National organizations or National/International Individual consultants for the “Evaluation of the Project on Strengthening the Capacity in Child-sensitive Planning, Monitoring and Evaluation of Socio-economic Development Plans”

Summary of the Assignment:

Title: Evaluation of the Project on Strengthening the Capacity in Child-sensitive Planning, Monitoring and Evaluation of Socio-economic Development Plans
Eligible submission of proposals from: International and National organizations/institutions and (or) Individual consultants
Location: Vietnam
Duration: 6 months starting from January 2016
Reporting to: Chief of Social Policy and Governance Program

Purpose: to generate substantive evidence and lessons learnt to inform the new cooperation programme between UNICEF and the Government of Viet Nam in child-sensitive SEDPs and sectoral plans. The evaluation is expected to document good practices and lessons learnt for future improvement of child-sensitive planning, monitoring and evaluation of SEDPs and sectoral plans. The evaluation results will be also utilized for evidence-based dialogues with the Government on the institutionalization of proven pilot models and approaches.

In light of the above purpose, main users of the evaluation are relevant policy-makers and decision-makers in the Ministry of Planning and Investment, line ministries (including Ministry of Education and Training, Ministry of Health, Ministry of Labour, Invalids and Social Affairs, Ministry of Agriculture and Rural Development), selected Provincial Departments of Planning and Investment, UNICEF and other UN agencies and development partners

Objective(s):

  1. The evaluation will assess the relevance, effectiveness, efficiency and sustainability of the Project. To the extent of possible; an analysis of the Project’s contribution to impact level is also expected.
  2. To assess the extent to which the project design and implementation with evidence-based, child-sensitive and participatory approaches have been relevant to the Project objective an delivered the targeted outcomes effective effectively , and efficiently ;
  3. To assess the extent to which the project has contributed to making socio-economic development plans to be more child-sensitive and equity focused for better results for children. The evaluation will also seek to determine whether the project is sustainable for the country context. In this regard, the evaluation will explore to assess the Government’s ownership and buy in over the project results for wider scale up and/ or national application.
  4. To analyze whether the Project’s results obtained at both at the national and sub-national levels have contributed to achievement of the higher impact which is the fulfilment of child rights in Viet Nam.
  5. To identify good practices and lessons learnt on the Project’s design and implementation and to provide recommendations for the cooperation programme between UNICEF and the Government of Viet Nam for the period of 2017-2021 and also to contribute to South-South cooperation.
