Consultancy service for forest land allocation in Huu Khuong commune, Tuong Duong District, Nghe An Province

Consultative and Research Centre on Nature Resource Management and Climate Change Adaptation (CORENACCA) implements sustainable development and climate change adaptation projects in coastal communities and mountainous areas of Thanh Hoa, Nghe An and other provinces since 2014. Currently, CORENACCA is collaborating with local partners and implementing project: "Support for Forest Land Allocation for Ethnic Minorities in Tuong Duong District, Nghe An Province". Implementation period is from July 1st, 2023 to December 31st, 2026.

Overall Project Objective: The project contributes to sustainable poverty reduction in Tuong Duong districtthrough access and use of forestry land for ethnic minorities.

CORENACCA is looking for a Consultancy unit to carry out the forest land allocation with  main objectives:

1. Forest land allocation associated with forest allocation and issuance of Forestry Land Use Certificates to households, individuals, and communities in 3 villages/hamlets, Huu Khuong commune, Tuong Duong district, Nghe An province for 196 households with 1,500 hectares (according to the approved project plan).
2. Forest land allocation is associated with forest allocation with people's participation with the criteria of cost savings, in accordance with the Project's budget.

Location of work: Tuong Duong District, Nghe An Province

Time: From November 2023 to June 2024

Qualifications:

• The Consultancy unit is licensed by the Vietnam Department of Surveying, Mapping and Geographic Information to operate in surveying and mapping. In the issued license, there is the category "Measurement and establishment of cadastral maps", Have establishment registration, registered field of operation in accordance with land clearance work issued by a competent authority for 5 years;
• Have professional knowledge and experience in the field of land allocation and forest allocation;
• Understand and apply proficiently the processes of the Land Law, Forestry Law and other provisions of Vietnamese law on land and forest allocation to households, individuals and communities;
• Understand and use proficiently techniques, means, and software for mapping and determining forest reserves (GPS, Google maps...);
• Have at least 5 technical staff with degrees in Forestry, Forest Resource Management, and Land Management.
• The chief consultant must be at least an engineer with over 5 years of experience working in the field of surveying or forestry. Priority is given to applications whose chief consultant has a postgraduate degree.

Priority criteria:

• Understand the local context and the people and village communities in the communes in the project area;
• Has implemented similar bidding packages on surveying consulting to serve land and forest allocation to households, individuals, and communities, especially in Tuong Duong District, Nghe An province.
