Overview

The International Center (formerly known as Vietnam Veterans of America Foundation -VVAF) is an American non-profit organization based in Washington, DC. IC-VVAF established a representative office in Hanoi in 1994, and have been active in humanitarian assistance programs and development assistance continuously since that time. IC-VVAF has also addressed the consequences of war through advocacy and service programs in Vietnam for the last three decades. As a co-founder of the International Campaign to Ban Landmines, IC-VVAF was awarded the Nobel Peace Prize in 1997. Now working under The International Center, IC, focuses on disability support, mine action, and mental health programs.

The Moving Without Limits Project

Under the financial support of the United States Agency for International Development (USAID), IC is implementing the Disability Support Project named “Moving without Limits” in the three provinces of Thua Thien Hue, Quang Nam and Binh Dinh from July 2015 until September 2022. This project aims to improve the accessibility of the people with mobility impairments in Thua Thien Hue, Quang Nam, and Binh Dinh to quality and affordable assistive devices.

Three specific objectives of the project include:

  • Improved availability of quality assistive technologies/ devices (AT/AD) for people with mobility impairments in Thua Thien Hue, Quang Nam and Binh Dinh provinces;
  • Improved capacity related to AT/AD for the health sector workforce at national and sub-national levels; and
  • Improved advocacy for policies/regulations and information sharing related to AT/AD.

IC is seeking consultancy service to implement program “the improvement of Activity of Daily Living and Home modification” with aiming develop alternative solutions for non-construction based home modifications and ADL services as well as seek to improve existing ‘non-construction’ solutions to encourage accessibility and to improve the Activity of Daily Living for Persons with Disability in Quang Nam.

1.        DUTY STATION

  • Duty Station: Hanoi and Quang Nam
  • Duration of Assignment: July 2022 – August 2022  

2.        OVERALL RESPONSIBILITIES

To join IC team in designing, implementing, monitoring the home modification and occupational therapy/assistive technology for activities of daily living solutions for people with disabilities

3.        SCOPE OF WORK AND DELIVERABLES

The consultant service is expected to work closely with IC team to:

  • Develop a list of OT/ ADL services and “non-construction” solutions/ home modification with a list of alternative funding sources
  • Implement interventions/solutions for accessibility OT/ADLs services for 30 persons with disabilities

The team will jointly achieve the following deliverables:

  • List of clients and interventions provided with budget plan and solutions
  • OT/ADL services and ‘non-construction’ solutions/ home modification implemented
  • Documentation of the procedures

4.        SUPERVISION AND PERFORMANCE EVALUATION

The consultant will work under the direct supervision and evaluation of the Project Officer of IC.

5.       SPECIFIC REQUIREMENTS

Qualifications and Experience Required:

  • Expertise in occupational therapy in general and home modification and assistive devices for daily living activities in particular.  
  • Experience in working with diverse stakeholders is an asset.
  • Minimum two years in relevant experience with OT/ home modification/ ADLs for people with disabilities.

Competencies:

  • Teamwork, professionalism, flexibility and an understanding of working with people from diverse backgrounds.
  • Having dedication and ability to learn, to work independently and in groups, high sense of responsibility. 
  • Willing to accept high frequency of business travel in project provinces in Vietnam.
