TERMS OF REFERENCE
FOR KNOWLEDGE, ATTITUDE AND PRACTICE (KAP) SURVEY
FOR DIEN BIEN PROVINCE

1. BACKGROUND

CBM is an international development organisation whose primary purpose is to improve the quality of life of the world’s poorest persons with disabilities and those at risk of disability. CBM works with partner organisations to ensure that persons with disabilities and their families have ready access to affordable and comprehensive health care and rehabilitation programmes, quality education programs and livelihood opportunities. In Vietnam CBM supports projects in prevention of blindness, education for the visually impaired, community based rehabilitation and inclusive disaster risk reduction.

CBM is supporting Provincial Health Department and Department of Labor and Social Welfare of Dien Bien province in implementing a project that aims at “Strengthening eye care services and promoting an inclusive community in Dien Bien province, 2017 – 2020”.

We are now looking for a consulting firm, or a group of capable consultants who will be responsible for conducting a KAP survey related to eye care and eye health in Dien Bien. Respondents of the survey will be persons with and without disabilities, community members, service providers, and policy makers in Dien Bien province. The survey will provide information about:

  • Knowledge and attitudes of the respondents regarding eye health and uptake of eye care services
  • Current practices of respondents regarding uptake of eye care services
  • The extent that Dien Bien women, children and persons with disabilities are included in eye care programming in Dien Bien.

2. RESPONSIBILITIES OF KAP SURVEY CONSULTANT:

The selected research firm or team of consultants (hereafter called ‘ the Consultant’ will assist CBM with the finalization of the study design, data collection tools, data collection, and analysis of the data related to the theme – Knowledge, Attitudes and Practice (KAP) related to the eye care and eye health.

During the course of the survey, the Consultant shall report directly to the CBM Country Office in Hanoi on matters appropriate to the fulfilment of the requirements of the assignment.

The specific tasks of the consultant include:

KAP Survey Preparation

  • Submit to CBM Vietnam Country Office a KAP survey proposal (in English) detailing the main steps, tools & instruments for gather information, human resources (attach CV of proposed consultant team members), timetable of activities, and breakdown of costs.
  • Once the proposal is officially approved by CBM, the Consultant will liaise with CBM and provincial authorities to obtain the necessary permits to conduct the survey.
  • Select and provide the appropriate training for data enumerators in the field. This includes testing survey instruments.
  • Arrange necessary logistics (transportation, accommodation etc) and survey equipment for the survey team.

KAP Instruments:

  • Review the KAP instruments for suitability to the cultural context. The Consultant may consider using questionnaire and in-depth interview as key data collection methods. There should be two separate sets of tools for two types of respondents: one for service users, one for service providers.
  • Field-test the KAP data collection instruments with a small sample of people, including males and females, to test appropriateness of questions. The Consultant should spend enough time to thoroughly test the instruments before actually collecting data.
  • Provide CBM with a summary of the comments from the field testing and a summary of comments related to the KAP Sample Test in English to CBM for review and recommend adjustments where necessary.
  • Finalize the KAP data collection instruments and then translate it back into English for final review and approval by CBM.
  • A short introduction about CBM’s code of conduct with regard to field trips will be provided to the Consultant.

Survey Implementation and Reporting

  • Implement the KAP Survey in the province within the selected district clusters.
  • Provide appropriate supervision to the interviewers and recorders to ensure limited inter-observer variation.
  • Submit the following reports to CBM:
    • A copy of all the transcribed notes (qualitative data)
    • Raw and cleaned sets of collected data (in SPSS, SAS or Stata format)
    • A summary of results in tabulated and/or narrative form (outlining the key themes that have been identified in the survey, in English and Vietnamese) for initial consultation with CBM and partner.
    • A report on the initial agreed results (in English and Vietnamese) for use in the planning workshop that will immediately follow after the completion of the survey. Quantitative data should be in excel format or SPSS format.
    • A final report (in English and Vietnamese) on the survey and analysis of the results within 3 weeks after completion of the KAP survey.
  • Present the results of the survey during the planning workshop for CBM partners and project stakeholders in each province.

III. ESTIMATED TIMEFRAME:

The survey in Dien Bien is schedule to be implemented in July 2019.

Interested consultants are requested to submit to CBM a survey proposal as described in Section II above on or before 11th June 2019 at 6pm. Three (3) relevant performance references (name, organisation and contact details) who can speak about your team’s experience with a similar assignment must also be provided.
