CONSULTANCY SERVICE

NATIONAL GUIDELINES ON REHABILITATION WITH MULTI DISCIPLINARY APPROACH

The International Center (formerly known as Vietnam Veterans of America Foundation -VVAF) is a humanitarian organization that has addressed the consequences of war through advocacy and service programs in Vietnam for the last three decades. As a co-founder of the International Campaign to Ban Landmines, IC-VVAF was awarded the Nobel Peace Prize in 1997. Now working under The International Center, IC, focuses on disability support, landmine removal, and mental health programs.

Under the financial support of United States Agency for International Development (USAID), IC is implementing the Disability Support Project named “Moving without Limits” in the three provinces of Thua Thien Hue, Quang Nam and Binh Dinh from July 2015 until September 2022. This project aims to improve the accessibility of the people with mobility impairments in Thua Thien Hue, Quang Nam, and Binh Dinh to quality and affordable assistive devices. The overall goal of the program is to promote social inclusion for people with mobility disability through provision of AT services.

IC is seeking qualified consultant team to join our dynamic team in developing the National Guidelines on Rehabilitation with Multi-Disciplinary approach with Ministry of Health, rehabilitation specialists and health facilities at national and sub national level.

1.    DUTY STATION:

  • Duty Station:        Hanoi and provinces if required
  • Duration:             Jan-Feb, 2023

2.    SCOPE OF WORK AND DELIVERABLES

The consultants will facilitate the process of the development of the National Guidelines on Rehabilitation with Multi-Disciplinary approach with the following tasks:

  • Review materials and prepare roadmap for the development of the National Guidelines on Rehabilitation with Multi-Disciplinary approach
  • Collect data and evidence including of implementing MDT rehabilitation at health facilities at national and subnational levels .
  • Draft the Guidelines and facilitate meetings to review the draft guidelines.
  • Revise and finalize the National Guidelines on Rehabilitation with Multi-Disciplinary approach

3.    TRAVEL AND FINANCES

Travel costs will be provided or reimbursed to the consultant, and per-diem allowances will be provided or reimbursed to the consultant for days travelled.

4.    SUPERVISION AND PERFORMANCE EVALUATION

The consultant will work under the direct supervision and evaluation of the Project Officer of IC.

5.    SPECIFIC REQUIREMENTS

Qualifications and Experience Required:

  • A degree in health science or related area;  
  • At least 5 years of experience in Rehabilitation service delivery;
  • Experience in working with MOH, rehab/ health faclities at national and subnational levels is an asset.

Competencies:

  • Teamwork, professionalism, flexibility and an understanding of working with people from diverse backgrounds.
  • Having dedication and ability to learn, to work independently and in groups, high sense of responsibility.
  • Willing to accept high frequency of business travel in project provinces in Vietnam.
