CONSULTANCY SERVICE: PRE-AUDIT ACCESSMENT FOR COMPLIANCE OF SHRIMP HATCHERY FOR ORGANIC CERTIFICATION IN CA MAU PROVINCE

Name of the project: Scaling up Mangrove EbA in the Mekong Delta (MAM2 project)

Terms of Reference

I.     Background

Southeast Asia has lost half their mangroves over the past 30 years, primarily as a result of clearing for shrimp ponds.  This has serious consequences: mangroves protect against tidal waves and storm surges; they are vital fish nursery-grounds, provide timber, honey, and other products; and raise land level by trapping sediment.  They also sequester carbon faster than any other forest type.  Healthy mangroves thus make important contributions to both climate change adaptation and mitigation and form the basis of coastal ecosystem-based adaptation.

Scaling up Mangrove EbA in the Mekong Delta (MAM2), implemented by SNV and funded by Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU). This project has tried to build capacity for local stakeholders (Aquaculture/forestry sectors, local authority, private companies, and farmers); improve livelihood of mangrove – shrimp farmers on degraded mangroves by promoting shrimp certification and restoration; recommend for policy makers for Payment for Ecosystem Services on Aquaculture; and create enable conditions for accessing climate change fund, REDD+. Project focused sites will be in Ngoc Hien district for these activities.

The MAM2 project, SNV-Vietnam REDD+ programme is cooperating with Ca Mau PPC/DARD; seafood enterprises; FMBs and shrimp households in Ca Mau province to extend and develop the model of organic shrimp to adapt international certification. One of obligated requirement for certification of shrimp product as organic standard (EU), the hatchery must have certification as organic standard (EU).

In order to implemented for hatchery as EU standard, MAM2 project is now seeking specialists/ organisations with permission of certificate organic standard (EU) in Vietnam, in order to pre - monitor, access, (pre-audit) for hatchery company (black – tiger shrimp) in Ca Mau Province.

II.   Consultancy service description:

1.    Objectives

MAM2 project is supporting for organic shrimp program in Ca Mau. Therefore, capacity building and preparing for implementation as certification standard of Hatchery Company are necessary to adapt certification in whole supply chain. After capacity building, pre-audit from Assessment Organisation would provide more practical information to comply with certification standard of Hatchery Company about area of: capacity, infrastructure, technical processing etc. In order for hatchery Company improve production to adapt certification.

2.    Scope of work

Field check, pre-assessment (pre-audit) in Su Chan Do Seafood Hatchery JSC – T.C.M in Nam Can district, Ca Mau Province.

3.    Methodology/ Tasks

Monitoring all documents, field area, technical production, providing system, waste discharge, report (pre – audit) assessment of adaption of whole productions with current EU standard, meeting/ negotiation with related members in Company, project about points need to be improved to adapt certificated requirement as EU standard.

4.    Deliverables:

All deliverable in Vietnamese and English with content as below:

• Report (pre-audit) of assessment about compliance of whole activities of Su Chan Do Seafood Hatchery JSC – T.C.M with current practise EU standard;
• Risk assessment and solutions for improvement with existing incompliant points which is possible to implement in Su Chan Do.
• Final meeting and discussion about existing incompliant points, solutions of implementation of certification standard.

5.    Timeline:  From 15 March 2017 to 25 March 2017.

III. Qualifications, skills and experience required:

Consultants/ organizations have to adapt requirement as below:

Individual, organizations have permission of assessment certification standard EU, Naturland and operating in Vietnam.
Priority for organizations participated in certification standard activities with Su Chan Do, or other companies in Ca Mau province.
