Background

Oxfam is a world-wide development organisation that mobilizes the strength and voice of people against poverty, inequality and injustice. We are a confederation of 19 Oxfam organisations working together in more than 90 countries. Oxfam works with partner organisations and alongside vulnerable women and men to end injustices. Oxfam in Vietnam is working to seek transformative changes in policies, practices and beliefs in ways that will fundamentally improve the lives of poor and marginalised women and men, ensure that all citizens have the same opportunity to enjoy their rights.

Oxfam International has piloted an initiative in Laos, Cambodia and Vietnam on the women’s social and political participation (WPP) in accompanying with Gender Action Learning System (GALS). Its specific objective is an improved Gender Justice’s Theory of Change (“Money- body- voice”:1) eliminating violence against women (VAW); 2) providing economic opportunities for women (WEE); 3) seeking women’s full public participation and challenging patriarchal institutions (WPP)) for increased leadership and participation of women in formal and informal decision-making processes.

In Vietnam, the initiative will be integrated in an existing project “Women’s Economic Empowerment through agriculture value chain enhancement” (WEAVE)- funded by DFAT for the period 2016- 2020.

This TOR is developed to appeal a capable organization/group of consultants which have passion and experienced on gender justice work, together with Oxfam and local partners of WEAVE project to pilot WPP tools in 2-3 core villages in Bao Nhai commune, Bac Ha district, Lao Cai province. At the same time, the consultancy provider is expected to document the whole process and deliver coaching for local partners on using those tools.

Specific Tasks of the Consultancy

It is expected that the Consultant(s), in collaboration with the Oxfam Gender Justice team and its partners in Lao Cai to implement the initiative

Detailed tasks are as follows:

  • Facilitation for piloting Women Political Participation (WPP) tools in selected villages, specifically:
    • Individual Vision journey tool which focus to strengthen women agency,
    • Social Empowerment/ Influencing map tool which focus to raise awareness and voice of women in decision making,
    • Leadership Diamond tool which focus to promote for good leadership models
  • Coaching for local partners (key staff) to build their capacity on GALS/WPP tools;
  • Documenting the piloting process with: 01 booklet and 01 short video from 3-4 minutes of the field experiences in piloting the tools and its process toward increased social/political participation of women and marginalised groups for later expansion/adaptation of the project; best practices of Individuals who developed informal or formal leadership roles and Community-led changes toward gender equality and social inclusion.

Expected outputs and deliverables

The Consultant(s) is expected to deliver the following outputs:

  • 01 narrative report on the facilitation and piloting the WPP tools and recommendation for way forward;
  • 01 booklet and 01 short video from 3-4 minutes of the field experiences in piloting the tools and its process toward increased social/political participation of women and marginalised groups for later expansion/adaptation of the project;
  • Best practices* of Individuals who developed informal or formal leadership roles and Community-led changes toward gender equality and social inclusion.

All these products are submitted to Oxfam team in both Vietnamese and English language.

Organisation, roles and responsibilities

Oxfam’s Gender Justice team will select the potential candidate based on the technical and financial proposals submitted. The Consultant(s) will also be responsible for developing a sound working methodology and planning.

The Consultant(s) will work closely with Oxfam Gender Justice team and its local partners to ensure the products meet the objectives and requirements set in this TOR. The Consultant(s) will report to Oxfam in writing on the assignment progress as well as advantages and obstacles (if any) during the implementation.

Oxfam’s Gender Justice team will be responsible for facilitating the process through availing relevant documents, meeting arrangement and provision of feedbacks to the Consultant(s).

Qualifications, skills and experience required

Required expertise and qualification for the Consultancy:

  • University degree in development/social sciences or relevant;
  • Understanding of gender and development issues, women’s rights or equivalent with general understanding of gender mainstreaming;
  • Experiences in working with mountainous areas, especially in Lao Cai province;
  • Experiences and relevant skills in GALS tools are added values;
