Project: “Partnering for value: Promoting Public – Private Producers Partnership (4P) in IFAD-funded value chain development projects”

I. Background.

SNV Netherlands Development Organisation has been working in Vietnam since 1995, and is committed to reducing poverty by catalysing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+. SNV is engaged in the agriculture sector implementing Value Chain, Inclusive Business and Climate Change adaption and Mitigation activities.

SNV has obtained the support from International Fund for Agricultural Development (IFAD) to implement the “Partnering for value: Promoting Public – Private Producers Partnership (4P) in IFAD-funded value chain development projects. The overall goal of the project is to promote effective pro-poor 4Ps that will contribute to rural development. Specific objectives are: (i) to jump start the application of the 4Ps approach by facilitating the identification, development and monitoring of 4Ps business plans in the context of IFAD funded projects in 5 countries (including Vietnam, El Salvador, Mozambique, Senegal, and Uganda); and (ii) to build capacity and develop knowledge on successful 4Ps best practices for future use, replication and scaling up by all stakeholders involved.

In 2016, as the success of match-making activity under 4P project for Ben Tre Import and Export Joint Stock Company (Betrimex) with IFAD/AMD Ben Tre fund, a PPP project proposal was accepted by AMD Ben Tre for investments. The PPP project aims at “Increase the income of coconut producer households in Ben Tre Province through development of a certified organic production raw material zone”.

In order to support Betrimex certify coconut organic production for 250 ha of coconut among 330 households, SNV is looking for a national consultancy to provide technical service on organic coconut production in the Hung Le commune, Giong Trom district, Ben Tre province.

II. Consultancy service description:

1.  Objectives

The main objective of the consultancy is i) to localize interpretation manual for coconut organic production at company level and ii) develop guideline for coconut organic production at farm level.

2.  Scope of work

The consultant(s) will fulfil the following tasks, in cooperation with Betrimex and farmers group.

• Systematize manual, guideline, logbook for coconut organic production at both company and farmer level.
• TOT Training course for project stakeholders.
• Field technical services to support company staffs to coach/guide farmers/farmers group to promote and apply coconut organic cultivation. 

3.  Deliverables:

• One set document of organic coconut production (Manual for company level; Guidebook, record book for small farmer).
• Training report on organic coconut production for company staffs and farmer group leaders

4.  Timeline:

The assignment will be undertaken in the period from middle of Feb to June 2017. The number of exact days will be discussed and agreed with the selected consultants later.

III.      Qualifications, skills and experience required:

The consultant and/or group of consultant should meet the following requirements:

• Having good understanding on organic standard, good agriculture practices  
• Proven experience in developing training programmes and training materials to local stakeholders and local people in good agriculture production
• Having experienced in supply chain management in private sector/enterprises
• Working experience with farmers local and communities will be an advantage.
• Any experience with organic coconut will be an advantage
• Being able to deliver the committed outputs on time;
• University background on agriculture or biology;
