Background

World Vision is a Christian relief, development and advocacy humanitarian organization, working to improve the quality of life of people, especially the most vulnerable children.

The Against Child Exploitation (ACE) project, funded by United States Department of Labor, has commenced since 2019 in the Philippines with the view to strengthening the capacity of the Government of Philippines to address the Worst Forms of Child Labor (WFCL) including Online Sexual Exploitation of Children (OSEC), and violations of acceptable conditions of work. Building on fruitful results achieved in the Philippines, the ACE project will be implemented from November 2021 to September 2024 in Vietnam in 06 target districts of 03 target provinces (?i?n Biên province, ?à N?ng city, and Qu?ng Nam province).

In Viet Nam, the project will direct technical support and engage with a wide range of government, social partners, civil society and business entities in its implementation to enhance government efforts to counter child labour, to contribute to the national strategy in prevention and reduction of child labour, especially to address WFCL including OSEC.

Objective and Expected outputs

Objective

  • The core trainers of provincial and district CPCs are provided with necessary knowledge and equipped with needed skills on CL prevention to do trainings for CPC members, local collaborators and service providers.

Expected outputs

  • The manual on child labor prevention will provide a comprehensive approach, guiding local core trainers through specific steps to plan, organize and implement trainings on CL prevention.
  • The trainees clearly understand the importance of CL prevention, and gain in-depth knowledge of CL prevention, which can be effectively applied in planning and implementing the training on CL prevention at local area.
  • At least 80% of trainees pass the post-training test.

Training content

Consultants are required to propose a complete and detailed training content based on the objectives of this training course with some reference information as follows:

- Need assessment.

- Contents of training

  • Basic knowledge on CL: concepts, causes, and consequences.
  • Identifying victims and children at risk of CL according to guidelines of the National Department of Children’s Affairs and through the CL monitoring tool.
  • Monitoring, inspection, and handling violations.

- Plan for training

  • Target participants and quantity;
  • Identifying main facilitators and assistants;
  • Identifying Time, Duration, and Venue of training;
  • Designing the contents and the agenda of training;
  • Estimating budget.

- Preparation and implementation for training:

  • Materials, tools and facilities;
  • Allocation;
  • Monitoring during training: what and how

- Key Principles, Methodologies, and Basic skills

  • Principle of teaching for adults;
  • Participatory approach;
  • Learning based on capacity, experience, and focused learners;
  • How to promote participation of trainees;
  • Skills of observation, listening, giving feedback, and summarization;
  • Skills of questioning;
  • Skills of facilitating group discussion;
  • Skills of handling troubles;
  • Basic methodologies of training
  • Skills in using common audio-visual aids to support training;
  • Guiding on how to use some basic applications for trainings: Kahoot, Google Form (purposes and how to use).

- Post-test: contents and methodologies.

- Follow-up and support after training.

- Planning for Training on CL prevention for CP staff at district and commune level and sub-commune collaborators (in target and non-target areas).

- Procedure of support, including reporting and referral; Programs and services for support to victims and children at risk of CL; Support to victims and children at risk of child labour.

- Skills to work with children;

- Home-visit for CL prevention;

- Case management;

- Trauma-informed care;

- Communication on CL prevention

Time and Venue

  • Tentative time: Aug-Sept 2023
  • Venue: tentatively at 1 among 3 project provinces, or outside of target provinces

Requirements of the consultant/ service provider:

  • Have at least Master degree in social sciences, or social works;
  • Have knowledge and at least 5-year experience related to child protection, prevention of child labor, and building capacity based on community;
  • Have good experience in training for trainers;
  • Have experience in working for programs and projects related to child labors which will be a favor.

Consultant Application Guidelines:

  • CV (including full name, title, agency, contact phone number, relevant experience) and Cover letter to express interest in the project;
  • Proposal for the TOT with detailed training agenda and method;
  • Proposal for the outline of Manual to guide on Training on CL prevention;
  • Propose consultant fee with detail breakdown on daily rate;
  • The criteria for choosing consultant will base 60% on experience and 40% on consultant fee proposed.
