BACKGROUND

In 2017, Ministry of Education and Training (MoET) issued the Circular No. 16/2017/TT-BGD&DT dated 12th July 2017 guiding the job placement framework and number of employees in public general educational institutions, anf Circular No. 31/2017/TT-BGDDT dated 18th December 2017 guiding the implementation of psychological counseling for secondary students. These documents are important guidance for educational institutions to implement psychological counseling for their secondary students, including establishment of counseling committee, setting up a counseling room and conducting counselling sessions for students.

According to Article 7 of the Circular 31/2017/TT-BGDDT, form teacher is the person who is first mentioned in collaboration with counseling committee in implementation of psychological counseling in the school. In the school setting, the form teacher is a closest contact person with the students and their parents, and has the most influence in the development of student’s personality. In addition to the professional role, the form teachers play the role of managing students to perform the school’s duties and enhancing the connection between family, school and community to support the education of students at school. Form teacher is also a key informant to and support the counseling committee in providing counseling to students. Therefore, training on mentoring for  form teacher is necessary to strengthen initial support for students.

In cooperation with MoET, Room to Read together with Student Affairs Department implement the project “Capacity building on mentoring for form teacher” aiming to develop school psychology service, prevent potential risks, and provide intervention to students struggling with difficulties in social-psychology. The project also strengthens the effectiveness of support services, protect students in educational institutions, create an effective learning and training environment for students which contributes to enhancing equality in education, improving gender relations, respecting and promoting gender equality.

Room to Read is seeking a consultant or a group of consultants to undertake the training need assessment on mentoring for form teachers to propose objective and design need-based curriculum framework. SCOPE OF WORK

1.      Objective:

Conduct a training need assessment on mentoring for form teachers to propose objective and design gender-inclusive curriculum framework of mentoring training for form teachers.

2.      Expected results:

Consultant needs to achieve:

  • Identify the need for form teachers’capacity building on mentoring who provide first support to students and cooperate with psychology team to carry out school psychology activities.
  • Analyze but not limited:
    • Status of mentoring for students: students’ problems; posibility to access school psychology services; counseling needs.
    • Teachers’ knowledge, capacity, experience, skills, attitude, and resources as well as their challenges in delievering school psychology services.
    • Need for knowledge, skills and resources to enhance mentoring capacity for form teachers and support them to deliever first support service to students and cooperate with psychological team to effectively carry out school psychology activities.
    • Propose recommendations on i) objectives, gender inclusive curriculum framework, include: contents, topics, methods, duration which help to equip teachers with the basic competencies to deliever school psychology services to students; ii) enhance cooperation between form teachers and related parties, network, and suggest effective policies to deliever school psychology services.
  • This assessment need to integrate gender factor to identify how the gender gap in students’ psychological issues, gender norms, gender role effect to teachers, students and the implementation of school psychology…

3.      Specific tasks

Consultant will undertake the tasks but not limited to the following:

  • Discuss with Room to Read team and MoET to come up with objective and expected deliverables;
  • Review policies, guidelines and documents related to school psychology;
  • Be responsible to conduct field assessment with form teachers and relavant stakeholders in 16 schools (8 secondary schools and 8 high schools) at Tuyen Quang, Nghe An, ?ak Lak and Vinh Long;
  • Work on data analysis;
  • Draft first report;
  • Revise and complete report according to comments and suggestions from Room to Read and MoET.

SERVICES INQUIRY

Consultant needs to provice Room to read:

  1. Executive summary report;
  2. Survey plan;
  3. Survey Methods and tools;
  4. Research outline
  5. A Final report in Vietnamese, include:
    • Executive summary of survey outcomes;
    • Brief discription: objectives, survey methods.
    • Status of mentoring for students: students’ problems; posibility to access school psychology services; counseling needs; Teachers’ knowledge, capacity, experience, skills, attitude, and resources as well as their challenges in delievering school psychology services; Need for knowledge, skills and resources to enhance mentoring capacity for form teachers and support them to deliever first support service to students and cooperate with psychological team to effectively carry out school psychology activities.
    • Propose recommendations on i) objectives, gender inclusive curriculum framework, include: contents, topics, methods, duration which help to equip teachers with the basic competencies to deliever school psychology services to students; ii) enhance cooperation between form teachers and related parties, network, and suggest effective policies to deliever school psychology services.

    All products need to receive the approval from Room to Read and MoET.

QUALIFICATION AND EXPERIENCE REQUIRED

  • Master's degree or higher in the field of social sciences, education, psychology, sociology, development studies, law or related disciplines.
  • Having at least 5 year working experience in school psychological counseling, designing ad delivering training on psychological counseling.
  • Having done similar assignments on training need assessment as Team leader and able to conduct assignment independently.
  • Demonstrated excellent report writing skills, especially in school psychology.
  • Experience in gender analysis and gender inclusive is an advantage.
  • Commit to complete the final report within 45 days from the date of signing the contract.
