Consultancy Service on Writing Proposal on Water and Sanitation Project

Background

The German Red Cross is part of the world wide Red Cross and Red Crescent Movement assisting victims of conflict and disaster and people affected by social or health related crisis. The Red Cross movement provides to vulnerable people assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven principles of the Red Cross movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality.

The German Red Cross assists in disaster response, rehabilitation and capacity building projects internationally on appeals of their sister organisations within the movement.

The German Red Cross in its implementation steps have been working together to develop program designs, proposals for water and sanitation project in the Northern provinces in Vietnam.

Base on the planning framework, a concept paper by GRC has been submitted to the donors and selected for proposal development. The concept paper proposes an overall objective to contribute to empower the Vietnamese Civil society to improve the living and health conditions of most vulnerable people in the Northern provinces.

In the next steps in the proposal development, the German Red Cross is looking for a local consultant for proposal preparation and writing. The consultant will work with the in charge people in the German Red Cross and the Vietnam Red Cross in order to develop the full proposal for submission to the donor following the donor’s instruction and guidelines for grant applicants. The deadline of the proposal submission is 26 August 2012.

Objectives
- Develop full proposal following the submitted concept note
- Write and submit a complete proposal following European Union donors guidelines for grant applicants
- Negotiate and work with relevant in charge people in German Red Cross and the Vietnam Red Cross during the process of proposal development to ensure ownership of the Vietnam Red Cross in the proposal.

Consultant deliverables:
- Final proposal with all relevant annexes and supporting documents following the given instructions by European Union donors

Consultant inputs:
- Total working days: 10 contract days, including
- Desk review (review European Union’s instruction for proposal and concept paper): 1- 2 days
- Facilitate in meetings and discussions with program team on proposal: 02 days
- Writing 1st draft of proposal: 4 days
- Finalization of proposal: 2 days

Timeframe:
The proposal development will be implemented in the timeframe from 14 to 24 August 2012.
