Consultancy Services for “A Costing Study on the State’s Health Response to victims of Domestic Violence in Vietnam”

In the UN reform context, UNFPA supports the Government of Vietnam in strengthening the legal framework on Gender-based violence (GBV) and developing evidence-based data to inform policy development and programming on Domestic Violence (DV) prevention and control. With the approval of Ministry of Health “Circular 16 guidance on care, treatment and counseling services for victims of DV” (2009) Vietnam has moved a step forward towards the establishment of a minimum comprehensive package of services to DV victims. However, to date, Circular 16 has been slowly and partially implemented.
At the same time, UNFPA is piloting since 2006 two GBV intervention models in Phu Tho and Ben Tre provinces. These key intervention models are focused on strengthening the Health sector response to DV victims and strengthening the community response to GBV.
In this context, UNFPA is seeking the service of an international consultant (team leader) and a national consultant (team member) to conduct a costing study on the Health Response to DV victims in Vietnam through costing the implementation of Ministry of Health “Circular 16” on care, treatment and counseling services for victims of domestic violence using available data from UNFPA GBV pilot intervention models.
