The International Centre for Research in Agroforestry (ICRAF, also known as the World Agroforestry) is an international research institution which generates science-based knowledge about the complex role that trees play in agricultural landscapes and rural livelihoods. As part of the Centre’s work to bring tree-based solutions to bear on poverty and environmental problems, researchers – working in close collaboration with partners – are developing new technologies, tools and policy recommendations for increased food security and ecosystem health.

 

The Centre’s headquarters is in Nairobi, Kenya, and research is conducted in 34 countries in Africa, Asia and Latin America. ICRAF is a member of the Consultative Group on International Agricultural Research (CGIAR) and receives funding from over 50 different donors.

The Project

  1. Learning Center for Zero Emission and Climate Resilience in Northern Viet Nam (LEARN-VN)” Project

The project “Learning Center for Zero Emission and Climate Resilience in Northern Viet Nam (LEARN-VN)” is funded by the Bread for the World and implemented by the ICRAF, and Thai Nguyen University of Agriculture and Forestry (TUAF) and its child agency the Institute of Forest and Sustainable Development (IFS) in the period of January 2023 upto December 2025. The project focuses on establishing the Thai Nguyen Climate Learning Center, located on the TUAF campus in Thai Nguyen Province. This Center is designed to enhance knowledge and build the capacity of local communities, students, and youth to support Vietnam’s climate goals.

  1. The Project ‘Agroecology for Resilient Landscapes for the Poor in Northern Uplands of Viet Nam”(A4P Project)

The Project ‘Agroecology for Resilient Landscapes for the Poor in Northern Uplands of Viet Nam” (A4P for short) aims to contribute to addressing the unsustainability of livelihoods of poor ethnic minorities in the region through an agroecological approach that involves male and female members of ethnic minorities in establishing and maintaining resilient landscapes. Main funding for the A4P project comes from German Federal Ministry for Economic Cooperation and Development (BMZ) via Brot für die Welt (BfdW). ICRAF and the Consultative Institute for Socio-Economic Development of Rural and Mountainous Areas (CISDOMA), in partnership with Sub-department of Cultivation and Plant Protection of Hoa Binh Province and Tram Tau District People’s Committee, implement the project. The target groups of the project are Hmong ethnic people in Tram Tau district of Yen Bai Province and Dao and Muong ethnic people in Kim Boi district of Hoa Binh Province – see Annex 1 for summary information about A4P Project.

 

The Request for Proposals

 

ICRAF now invites eligible consultants (individual consultancy teams) to submit proposals for assignment of External evaluation of 2 above projects. Main objectives of assignment are as follows:

  • The evaluation aims to assess the project’s results – both intended and unintended – across all the work packages. This includes evaluating the project’s activities, outputs, and outcomes with specific attention to the effectiveness of the project approach, the involvement of target groups and contributions to gender equality, social inclusion, and climate resilience.
  • The evaluation serves primarily the purpose of reporting to project management at ICRAF and TUAF/IFS if the project is on track in achieving its intended outcomes and outputs and if the right approaches are being employed. The evaluation results will also help the project management enhance future implementation through the lessons learned identified by and expert recommendations for improving the project’s effectiveness provided by the evaluation team.
  • The external evaluation is also a requirement of the main donor. The evaluation will provide critical insights into the project’s progress and serve as the basis for the donor’s decision on financing the second phase.
