TERMS OF REFERENCE
Consultancy Services for Designing and Illustrating Better Work documents on Parenting skills
Duration: March – May 2025
1. Background
Better Work Viet Nam (BWV), a joint program of the International Labour Organization (ILO) and the International Finance Corporation, is currently implementing its Gender Strategy for the period 2023- 2027, which will promote gender equality and fair and inclusive workplaces for women and men in the garment and footwear sectors. Given that 70% of the workforce in the garment and footwear industries consists of female workers, many of whom migrate from one province to another, these workers face numerous challenges, including the responsibility of caring for their young children while working fulltime in factories. To support these migrant female workers, Better Work Viet Nam has developed a handbook for workers, which focuses on enhancing their knowledge of early childcare. This handbook aims to equip them with the necessary skills and knowledge to care for their children while maintaining full-time employment in the factories.
To effectively visualize key highlights, Better Work Viet Nam is seeking a professional consulting firm to design and create illustrations featuring essential parenting skills.
The expected deliverables include:
- A handbook: A5 size (or to be determined), approximately 35 pages in length with 20 illustrations.
- A notebook: A5 size (or to be determined), primarily blank pages featuring the Better Work logo and slogan, along with 4-5 pages of key messages on parenting skills.
The final paper format will be determined in consultation with the selected firm. Once completed, these materials will be printed and distributed at the factory level.
2. Scope of work and expected timeline
- 28 March – 11 April: Recruitment
- 11 – 16 April: Briefing with Better Work team about the specific tasks.
- 16 April – 16 May: Design and create illustrations, including layout formatting, inserting boxes and tables, and approximately 20 drawn illustrations. The design should ensure the handbook and notebook is easy to understand and user-friendly for the target audience.
- 16 – 20 May: Final submission of products for the approved concept, handover all working materials (design files)
3. Roles and responsibilities of the consulting firm:
- Analysis of brief and relevant documents provided by Better Work
- Develop design concept based on Better Work branding guidelines, detailed work plan and budget
- Work with BWV team and Communications Officer to finalize design concept.
- Be responsible for producing contents with licensed software and other materials.
- The final product will be reviewed and approved by Ms Doan Thuy Diep, BWV Enterprise Advisor Team Leader.
- Be responsible for working with the printing agency assigned by Better Work, review the prototype, and ensure that the printed documents are thoroughly checked for errors before production.
4. Deliverables:
- Approximately 20 Illustration images
- Final layout design of the handbook with all working files and relevant materials.
- Final layout design of the notebook with all working files and relevant materials.
5. Requirements:
Experience:
- Having proven capacity and extensive experience in design and creativity.
- Reference of design products such as publications, brochures, flyer, etc;
- Knowledge and understanding of the footwear and garment sector, and experience and knowledge of projects funded by UN Agencies is an advantage.
6. Submission of the Proposal
Interested applicants must submit the following document/information (in PDF format) to demonstrate their qualifications.
Technical component:
- A letter of interest explaining why the firm is best suited for the assignment.
- A curriculum vitae, including contact details of three clients for whom similar services have been provided.
- Sample layout designs with illustrations (mandatory). Financial proposal
- The financial proposal should specify separate fees for: (1) Individual illustration drawings (per image), (2) Layout design for the notebook, (3) Layout design for the handbook
- The final payment will be based on the actual number of completed illustrations and the agreed design fees for the documents.
