Better Work Viet Nam Programme introduction clips (2 clips)

Duration: December 2023 – February 2024

1. Background:

Better Work is an innovative partnership program between the International Labour Organization (ILO) and the International Finance Corporation (IFC) dedicated to enhancing labor standards and global supply chain competitiveness. The initiative encompasses the development of both global tools and country-level programs, with a key focus on scalable and sustainable solutions that foster collaboration among government agencies, employers, workers' organizations, and international brands.

In Viet Nam, Better Work Viet Nam (BWV) covers the garment and footwear industries, employing an integrated approach that encompasses assessment, advisory, and training services at the factory level.

Our collaboration extends to diverse stakeholders, including MOLISA, VGCL, VCCI, international brands, vendors, factories, trade associations, and other relevant organizations within the apparel and footwear sectors.

Factory engagement is at the core of Better Work’s activities. To visually capture BWV's approach in supporting factories and workers, we are actively seeking a consultant or company to create a movie clip and an animation. These visual presentations will comprehensively showcase all BWV services within the factory setting, with a targeted duration of 5 minutes for each video clip.

These impactful video clips are intended for broad utilization, serving as dynamic introductions to Better Work Viet Nam's factory engagement. They will be featured at public events both in Viet Nam and on a global scale.

2. Scope of work and expected timeline:

  • Week 1-3, December 2023: Recruitment and candidate selection
  • Week 3 December 2023: Final selection, desk review and propose the video concept + transcript and related details.
  • Week 4 December 2023 – Week 4 January 2024: Filming at destinations selected by BWV (Factory, workshop, etc)
  • Week 1, February 2024 (before Tet holiday): Demo version for the approved concept, receive feedback and edit.
  • Week 4, February 2024 (29th Feb at the latest): Final videos and handover all raw materials.

3. Detailed requirement:

For BWV introduction clip:

  • The production will span a maximum of 5 shooting days, including 2 days at the factory, 1 day at the training workshop, 1 day at the industrial seminar, and 1 day at the BWV office. The chosen factory is located in a province near Hanoi, with additional specifics to be addressed in the discussion round.
  • 2 versions (English voice-over and Vietnamese subtitle, and vice versa)

For BWV animation clip:

  • This animated clip will provide an overview of BWV's services and its approach to supporting factories and workers.
  • Like the introduction clip, there will be two versions of the animation, featuring English voice-over with Vietnamese subtitles and vice versa.

4. Consultant roles and responsibilities:

  • Analysis of brief and relevant documents provided by Better Work
  • Develop video concept, including but not limited: video style, detailed transcript and shot list, key graphics, detailed work plan and budget.
  • Work with Better Work Viet Nam team and BWV Communications Officer to finalize video concept (including shot list), transcript, demo and final video.
  • Be responsible for producing the video with proper equipment, personnel, licensed software and other materials (eg: music copyright and illustration used in the clips)

5.  Deliverables:

  • Video concept + bilingual transcript (Vietnamese + English)
  • Demo version of the video clip based on approved concept + transcript
  • Final products: will consist of video clips that incorporate all raw footage, working files, and materials generated throughout the production process. These will be shared with Better Work Viet Nam for comprehensive review and approval.

6.  Requirements

Experience:

  • Having proven capacity and extensive experience in producing videos and animation
  • Knowledge and understanding of the footwear and garment sector, and experience and knowledge of projects funded by UN Agencies is an advantage.

7. Submission of the Proposal

Interested applicants must submit the following document/information (in PDF format) to demonstrate their qualifications.

Technical components:

  • Letter of Interest: Provide a detailed letter explaining why you are the most suitable candidate for the job. Highlight your relevant experience, skills, and what sets you apart in the context of the project.
  • Curriculum Vitae (CV): Include your curriculum vitae with complete contact details. Additionally, provide information for at least three clients for whom you have previously provided similar services. This ensures a comprehensive understanding of your professional background and client relationships.
  • Sample Videography Works: Kindly submit a portfolio of your videography works, making sure to include at least one animation clip. This is mandatory to assess your proficiency and style in creating video content.

Financial proposal:

  • Total Lump Sum Amount: Provide a detailed financial proposal specifying the total lump sum amount in Vietnamese Dong (VND). If the proposal is quoted in a currency other than VND, ensure that prices are converted at the UN Exchange Rate applicable at the submission deadline.
  • Consultancy Fees: Clearly outline the daily rate of consultancy fees as part of the financial proposal.
  • Production Fee Breakdown: Separate the production fee for each individual clip in the financial proposal.
  • Transportation and DSA: Note that transportation fees, including car rental (to the factory and shooting locations) and taxi expenses of the film crew, as well as Daily Subsistence Allowance (DSA) for meals, are the responsibility of the company/consultant team. Kindly include these costs in the proposal to present a comprehensive overview of the financial aspects.
