Consultancy Team for Well Childcare Phase 2

Call for Expressions of Interest and Proposal

Job Title: VNM#047: The consultant team will support the World Health Organization Representative Office in Viet Nam in maternal and child health to conduct in depth interviews and analysis to synthesize the well-childcare report and develop a strategic plan for well childcare in the new period.

1. Background:

Over the past quarter century, child mortality has more than halved. However, in 2016 an estimated 5.6 million children still died before reaching their fifth birthday, most from conditions that are readily preventable or treatable with proven, cost-effective interventions. Primary Health Care (PHC) facility childcare quality was assessed by WHO in Cambodia, China, Laos PDR, Mongolia, Philippines and Viet Nam. The findings showed routine and high-quality screening, counselling and management for early childhood development, injury, violence and neglect, and exposure to smoke from burning solid fuels and second-hand smoking were not done. Growth monitoring and nutrition counselling were also poorly done. Therefore, during 2019 and 2020, WHO has been supporting six countries in conducting health system scoping review on well-childcare focus on these areas.

In Viet Nam, during 2019 and 2020, the first phase of desk review of the laws, regulations, guidelines in the above six themes was carried out and completed, resulted in a draft report. The next steps are to conduct in-depth-interview (IDI) with the stakeholders to validate the results of the review, identify documents that were unavailable or otherwise not included in the current report and developing the strategic plan for implementation of the recommendations resulted from the review, as well as providing synthesized summary in the regional well-child care report.

3. Work to be performed

Methods:

  1. To interview stakeholders working at the city and provincial, district levels to collect documentation on the gaps in policies, guidelines of the six themes of WCC and actual implementation of WCC, challenges in implementation.
  2. To validate the information written in the report by collecting written inputs from stakeholders working at the central level.
  3. To develop a strategic plan for implementation of the recommendations resulted from the review and stakeholder interviews.
  4. To facilitate a meeting with stakeholders to provide comments on the draft WCC report and on the strategic plan
  5. To synthesize Viet Nam report and provide inputs in WHO regional well-child care summary report which features experiences from six countries.

To achieve the first three objectives, in-depth interviews will be conducted by a combination of field visit and virtual discussion. The goals of the in-depth interview are to:

  • Obtain documentations on WCC (regulation, report, program evaluation...) that were identified through snowballing desk review process, but were not available online, or not found at all during the desk review;
  • Solicit stakeholder review feedbacks on validity and accuracy of the draft report, in technical area of their expertise; for each additional information, a documentation is required to verify.
  • Solicit stakeholder recommendations on how to concretely improve WCC service at their respective level. This will feed into the development of delivery 3: strategic recommendations.

4. Specific requirements

Qualifications required:

  • Essential: University degree in health science, and related fields from a recognized university;
  • Desired: Postgraduate degree in Public Health or other relevant masters or doctorate degree;

Experience required:

  • Essential: Minimum five years of national and international work experience in public health;
  • Desired: Three years relevant work experience in reproductive, maternal, newborn, child or adolescent health

Skills / Technical skills and knowledge:

  • Expertise in the gathering, analysis and use of epidemiological data – particularly in the areas of reproductive, maternal, newborn, child and adolescent health
  • Experience in planning and facilitation of meetings and workshops; writing and development of tools, methods and guidelines
  • Ability to synthesize knowledge and effectively express ideas in writing
  • Ability to coordinate with external partners, as well as work harmoniously as a member of a team, adapt to diverse education and cultural background and maintain a high standard of personal conduct
  • Computer literacy (Word, Excel, PowerPoint, etc.) and use of data analysis software

Language requirements:

  • Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage
