 Training Need Assessment on mentoring for form teachers to propose training objective and curriculum framework

BACKGROUND

In 2017, Ministry of Education and Training (MoET) issued the Circular No. 16/2017/TT-BGD&DT dated 12th July 2017 guiding the job placement framework and number of employees in public general educational institutions, and Circular No. 31/2017/TT-BGDDT dated 18th December 2017 guiding the implementation of psychological counseling for secondary students. These documents are important guidance for educational institutions to implement psychological counseling for their secondary students, including establishment of counseling committee, setting up a counseling room and conducting counselling sessions for students.

According to Article 7 of the Circular 31/2017/TT-BGDDT, form teacher is the person who is first mentioned in collaboration with counseling committee in implementation of psychological counseling in the school. In the school setting, the form teacher is a closest contact person with the students and their parents, and has the most influence in the development of student’s personality. In addition to the professional role, the form teachers plays the role of managing students to perform the school’s duties and enhancing the connection between family, school and community to support the education of students at school. Form teacher is also a key informant to and support the counseling committee in providing counseling to students. Therefore, training on mentoring for  form teacher is necessary to strenghthen initial support for students.

In cooperation with MoET, Room to Read together with Student Affairs Department implement the project “Capacity building on mentoring for form teacher” aiming to sthengthen mentoring knowledge and skills for form teachers to create a favourable environment for secondary students to study sufficiently whilst utilise the qualities and competencies developed during the process of learning and practice into reality.

Room to Read is seeking a consultant or a group of consultants to undertake the training need assessment on mentoring for form teachers and relevant stakeholders to propose objective and need-based training curriculum framework. This TOR is to specify the requirements and qualifications of Consultant.

SCOPE OF WORK

1.     Objective:

Conduct a training need assessment on mentoring for form teachers to propose objective and curriculum framework of mentoring training for form teachers.

2.     Area of assessment: 5 provinces: Tuyen Quang, Nghe An, Tra Vinh, Vinh Long and Ca Mau

3.     Expected deliverables:

The consultant is expected to submit:

  • A training need assessment report that assess the needs for capacity building on mentoring for form teachers in the role of initial support to students and support school counseling committee in implementation of psychological counseling at school.
  • The assessment report should include but not limited to the following:
    • Current situation of student’s psychology: issues, problems, challenges, coping ability, acessibility to psychological counseling and the need of support.
    • The existing knowledge, capacities, experience, attitude, resources and challenges faced by form teacher when implementing mentoring for students.
    • Specific needs on knowledge, skills, attitudes and resources to strengthen mentoring capacity of form teachers, so that form teachers are able to provide initial support to students as well as coordinate with the school counseling committee performing psychological counselling effectively at school.
    • Recommendations on i) objective and training framework including topics, contents, teaching method, tool and materials to help form teachers be equipped and practice mentoring skills; ii) recommendations to strengthen the network to support form teachers and relevant stakeholders to provide psychological counseling to students effectively.
    • The survey should be gender integrated. For example: teachers' awareness of gender equality, what support teachers need to provide to be able to carry out school mentoring to ensure gender equality, problems students face in relation to gender equality, gender stereotypes.

4.     Specific tasks:

Consultant will undertake the tasks but not limited to the following:

  • Discuss with Room to Read and MoET to come up with objective and expected deliverables.
  • Review secondary data including but not limited to: Circular No.16/2017/ TT -BGDDT dated 12th July, 2017 guiding job placement framework and number of employees in public general education institutions, Circular No. 31/2017/TT-BGDDT dated 18th December 2017 guiding the implementation of psychological counseling for students in secondary schools, Decision No. 1876/QD-BGDDT promulgating capacity building program on counseling for secondary teachers to implement counseling for students, other relevant guideline, reports and plans, etc.,
  • Develop detailed assessment plan, design method and tools for field assessment, and report outline.
  • Conduct field assessment with form teachers and relevant stakeholder in 5 provinces identified by Room to Read and MoET.
  • Work on data analysis and draft report.
  • Discuss and get inputs from Room to Read and MoET on the draft report.
  • Finalize the report and submit to Room to Read.

REPORT FORMAT

Consultant is required to submit the report including the following:

1.     Report in Vietnamese language, but not limited to the followings:

  • Executive summary
  • Brief description of the assessment: objective, methodology, limitations
  • Key findings: Current situation of student’s psychology, the existing knowledge, capacities, experience, attitudes, resources, challenges faced by form teachers, the needs of knowledge, skills, attitude and resources required to strengthen mentoring capacity for form teachers.
  • Conclusion and recommendations: include recommendations on objective, and training framework with topics, contents, method, tools, materials and duration; and to strengthen the network to support form teachers and relevant stakeholders to provide psychological counseling to students effectively.

QUALIFICATION AND EXPERIENCE REQUIRED

  • Master's degree or higher in the field of social sciences, education, psychology, sociology, development studies, law or related disciplines.
  • Having at least 5 year working experience in school psychological counseling, designing ad delivering training on psychological counseling.
  • Having done similar assignments on training need assessment as Team leader and able to conduct assignment independently.
  • Demonstrated excellent report writing skills. 
  • Having understanding and experience in gender analysis and gender integration is an advantage.
  • Commit to complete the final report within 45 days after signing agreement.
