Videography services on Climate Resilient Rice Seeds project for Dutch Fund for Climate and Development (DFCD)
Location: Vietnam

1. Introduction
SNV Netherlands Development Organisation is a not-for-profit international development organisation. Founded in the Netherlands in 1965, our work focuses on increasing people’s incomes and access to basic services in Agriculture, Energy and Water. Our projects directly benefit millions of people (6.4 million in 2021), and drive systems change by strengthening institutions and kickstarting markets. By connecting our global expertise with a longstanding in-country presence, we help realise locally owned solutions. And we do so in around 24 countries in Asia, Africa, and Latin America.
SNV has been working in Vietnam since 1995, and currently has over 40 national and international staff. SNV Vietnam’s team works together with communities, government agencies, and businesses in more than 50 provinces, including the remotest and poorest areas of the country. Our work focuses on three sectors - Agriculture, Energy, and Water - and 4 cross-cutting themes: Climate Change, Gender and Innovative Finance. By continuing to focus on these interconnected areas and adapting and expanding our approach within them, we will reach more people in Vietnam and beyond and ensure that they have every opportunity to lift themselves out of poverty.
SNV has partnered with Climate Fund Managers (CFM), World Wildlife Fund Netherlands (WWF) and FMO, Dutch entrepreneurial development bank (lead organisation) to manage the Dutch Fund for Climate and Development (DFCD), with objective to mobilise private sector investments in climate change adaptation at scale. The DFCD will run until 2037, is funded by Netherlands Ministry for Foreign Affairs and has a total value of €160 million. The DFCD forms an important additional instrument for the Dutch government’s efforts in contributing to the Paris Agreement and the Sustainable Development Goals (SDGs).
The DFCD provides finance and Technical Assistance to projects with a focus on climate change adaptation, to mobilize external private sector funding at scale. DFCD funding is divided amongst three operating windows, each with a specific focus: Origination Facility, Land Use Facility and Water Facility.
The DFCD’s Origination Facility Investment Committee has approved an origination project proposal to support the development of more climate-resilient rice seeds in the Mekong Delta, which is being undertaken by Vinaseed (Vietnam National Seeds Group JSC). With this approval, SNV will provide a technical assistance package for developing a business investment proposition related to developing climate-resilient rice seeds for smallholder farmers in Vietnam. The DFCD strongly Supports the Mekong Delta Agricultural Transformation plan (MD-ATP), also known as Resolution 120. The development of climate-resilient seeds is seen as an essential tool in addressing climate change resiliency and post-covid recovery.
To document and share the approach and impacts of the project, SNV seeks the services of a professional consultant(s) to work with the DFCD team in producing a brief (3’) and full video (15-20’) with English subtitles and Vietnamese voice-over compliance with terms and requirements as detailed below.
2. Background of the assignment
Capture, produce and deliver a brief (3’) and full video (15-20’) with English subtitles and Vietnamese voice-over of innovative finance, climate-resilient rice seeds, and sustainable agriculture. The video must comply with the SNV communication guidelines. The aim of the Vinaseed video clips is to showcase DFCD efforts to combat climate change through the project. The video will need to clearly capture the following aspects:
- Introduction to SNV, DFCD, and Vinaseed.
- Showcase the DFCD visibility in Vietnam through activities and projects in the country.
- Promote gender mainstreaming in climate change adaptation and mitigation activities.
- Showcase the power of partnerships evident from the consortium efforts and the various clients we have engaged.
- Introduction to climate-resilient rice seeds in the Mekong Delta, a partnership between DFCD and Vinaseed with the support of local authorities and communities.
- Through the project, how has Vinaseed implemented technologies in rice farming to better adapt to climate change in the Mekong Delta? And support the development of the livelihoods of local people.
- How has DFCD partnered with Vinaseed to support investments in improved climate-resilient crop varieties?
- The impacts that the project brings to the beneficiaries (women, ethnic minorities, vulnerable people).
The consultant(s) will be required to have his/her own equipment that allows him/her to record high quality footage in different settings (outdoor, but also in rooms with limited light).
The consultant(s) will also be required to be available for travel to Southern provinces of Vietnam from April 2023. The transportation and logistical arrangements will be ensured by SNV.
The video clips will be used for the DFCD's communication activities, around the theme of agricultural value chains, climate change and socio-economic development. The video clips will also be used in upcoming publications and on SNV and DFCD’s online platforms.
Scope of work
- Record and edit footage of individuals, families, and groups, at different field locations related to the implementation of the DFCD’s deals (households, farming fields, companies, private sector).
- The consultant will work with the SNV and DFCD team to develop the story board, highlighting potential activities that must be captured during the field work.
- SNV will help to connect to stakeholders and assure proper introductions to the stakeholders.
Time Frame and Deliverables
- Time frame:
- Field work in Kien Giang, Soc Trang, Can Tho, Hanoi: April 2023
- Post-production (editing, visual effectsand adding subtitles): May 2023
- Deliverables:
- Submit draft video for comments and suggestions.
- Final videos (brief and full versions) with English subtitles and Vietnamese voice-over and approval from SNV and DFCD.
- All final raw footages will be hand-over to SNV and DFCD.
- The video will be copyrighted to SNV and DFCD, and any violation of copyright law will be pursued appropriately.
Proposal Submission
Interested service providers are invited to submit their technical and cost proposal(s) comprising of the following:
- Certificate of registration for firms/companies.
- CVs of recommended consultants showing education background and related experience.
- Team composition and tasks assignment.
- Detailed reference list indicating the scope and magnitude of similar assignments.
- Relevant services undertaken in the past three (3) years.
- Sample works: videos of similar works.
- Full costing for proposed work in VND.
Evaluation Factors
The Proposals for this contract will be evaluated according to the following criteria:
- Thoroughness in complying with all the elements laid out in the tasks, consultant’s experience, and capacity.
- Past performance, especially in producing short documentaries for development context in preference with agribusiness and agriculture.
- Strong familiarity with scope of work.
- Quality of technical proposal.
- Budget (value for money proposition).
Additionally, all eligible technical proposal shall be evaluated based on consultants demonstrated capacity to undertake the assignment as per the following assessment criteria.
