Request for Expressions of Interest

The Urban Development Agency of the Ministry of Construction has received a Grant Agreement for implementing project of “Strengthening of the Vietnam Urban Forum (VUF) and Operationalizing the National Urban Upgrading Program (NUUP)” from the Cities Alliance (CA) Multi-Donor Trust Fund. Part A of the project focuses on measures and activities to strengthen the role and performance of the Viet Nam Urban Forum, including consulting assistance that would lead to the development of a long-term strategy and operational plan for Vietnam Urban Forum (VUF).

Project Coordination Unit intends to apply part of the proceeds of this grant to payments under the contract for the service of an individual international consultant to develop long-term strategy and operational plan for Vietnam Urban Forum (VUF).

The service includes conducting a Rapid Assessment of VUF’s performance and role, drafting long-term strategy for the VUF, developing operational planning, taking stakeholder consultation and producing final report.

Requirements for the consultants are as follows:

- Professional in the field of Institutional capacity development of which aiming at urban planning, urban management is preferred or other closely related disciplines (public policy, economics, geography, environmental management, public and business administration).
- At least 15 years of substantial work/professional experience in Institutional capacity development, aiming at urban planning and management field;
- Experience in development of social networks in community development area aiming at urban planning and management field
- Proven record of providing high quality evaluation research and consultancy in the area of work;
- Knowledge and working experience in urban planning and management field in Viet Nam.
- Strong analytical skills to develop methodical and practical approaches of professional networks/ dialogue platforms in the urban sector;
- Excellent communication and interpersonal, facilitation and presentation skills, including the ability to develop high quality written reports;
- A high standard of written and spoken English;
- Good PC skills, ability to use computer application.
- Duration of the assignment implementation is 03 months from the date of contract signing, scheduled from the beginning of March 2013.

Project Coordination Unit now invites eligible consultants to indicate their interest in providing the service. Interested consultants must provide information indicating that they are qualified to perform the service (CV, description of similar assignments, experience in similar condition…).
