Consultant for ARV Supply Chain Management

Chemonics International seeks a short-term Consultant for ARV Supply Chain Management (based in Hanoi, Vietnam) to support the Vietnam Administration for HIV/AIDS Control (VAAC) on behalf of the Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project. The purpose of the GHSC-PSM project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world.

In Vietnam, antiretroviral (ARV) medicines for the HIV/AIDS program are supplied by three different sources: the National Targeted Program, PEPFAR, and the Global Fund. With the planned reduction of financial support from PEPFAR and Global Fund donors in Fiscal Year 2018 (FY18), the Social Health Insurance (SHI) Fund will be the most important financial source of funds for the procurement of ARVs.

To support the Vietnam Administration for HIV/AIDS Control (VAAC) in ARV Supply Chain Management and Health System Strengthening, GHSC-PSM seeks a short-term consultant to support the VAAC in ARV supply chain management activities including but not limited to forecasting, supply planning, supply coordination of ARVs from all three funding sources, and other ARV supply chain system strengthening activities, as well as to additionally support the Care & Treatment department at the Vietnam Administration of HIV/AIDS Control (VAAC) in carrying out other tasks as requested. The consultant will work primarily in the VAAC office.

Position Description:

  • Build the capacity of and support the VAAC to conduct data collection, data analysis and stock monitoring, forecasting and supply planning, distribution planning, and supply coordination of ARVs from all funding sources.
  • Prepare and provide data for relevant reports on ARV supply management as requested by the Care and Treatment Department of the VAAC.
  • Facilitate the approval of the annual PEPFAR procurement plan for 2018, and facilitate the importation waiver and duty waiver processing of PEPFAR supported orders within the VAAC.
  • Facilitate the implementation of ARV supply management according to the multiple-month dispensing model.
  • Facilitate health system strengthening activities such as revising and updating guideline, tools, and standard operating procedures (SOPs) on ARV supply chain management.
  • Support the achievement of overall project goals as required to ensure successful project implementation.
  • Maintain effective working relationship with donor, government partners, and other stakeholders.

Qualifications:

  • Bachelor's degree in pharmacy, public health, medicine, economics, or other relevant degree.
  • Minimum of three years’ experience in supply chain management for health commodities.
  • Fluency in Vietnamese required. Basic proficiency in English preferred.
  • Experience working with USAID-funded and/or other donor-funded projects.
  • Experience working with the Vietnamese Ministry of Health, the Vietnam Administration for HIV/AIDS Control, and/or Vietnam Social Security.
  • Ability to collaborate effectively with the private sector, government entities, international donors, and other USG partners.

The anticipated level of effort for this assignment is approximately 9 days per month, from January 2018 to September 2018.
