Consultant for Child Health Project

World Vision International – Vietnam (WVV) invites Vietnamese competent candidates for the following position:

CONSULTANT FOR CHILD HEALTH NOW PROJECT, work base: Hanoi.

Child health issue is one of the priorities integrated in all ADPs to provide a comprehensive multi-sector approach to improve the quality and accessibility to health services for children and their families member and to reduce accidents and injuries among children by ensuring a safe households, schools and communities. 

World Vision is seeking a competent consultant to carry out the Assessment and Design phase activities for The Child Health Project.  This project aims to contribute to the reduction in child malnutrition in targeted provinces consist of Yen Bai, Hoa Binh, Thanh Hoa, Quang Tri provinces and National Institute of Nutrition, NIMPE, and MOH at central levels. Below is the Description of Project: 

Project Goal: To contribute to the reduction in child malnutrition in Hoa Binh, Quang Tri, Dien Bien and Yen Bai Provinces by the end of 2015.

Project Outcomes: Outcome 1: Key national nutrition bodies, in particular Nutrition Institute of Nutrition are influenced to ensure commitment to the implementation of the National Nutrition Strategy 2010-2020 in target provinces; Outcome 2: The linkages between the formal health system at the commune and district level with the informal system, including nutrition clubs are strengthened to promote exclusive breastfeeding practice and facilitate effective deworming program; Outcome 3: Pregnant women, mothers, their families and caregivers are empowered to practice exclusive breastfeeding and deworming with their children < 2 years through Art based BCC messaging

Responsibilities:

- To conduct field trips to Yen Bai, Hoa Binh, Dien Bien and Thanh Hoa provinces to meet with Health provincial, district partners to assess local needs, collect information and data to prepare for the consultation workshop
- To conduct meeting with relevant central partners (National Institute of Nutrition, NIMPE, and MOH) for identify collaboration possibilities
- To document local partners’ priorities for development of project advocacy strategy
- To organize Project design consultation workshop in Hanoi 
- To write the Project Design Document
- Expected outcome of the consultancy work: The Project Design Document for the CHN project to be completed by end of August, 2013.

Work Schedule:
From end of July till 30 August, 2013

Working relationship:
The consultant will be reporting to Advocacy Director.  The consultant will be working closely with National Coordinator health for technical supports during the consultancy period for completion of Project Design Document.

Knowledge, Skills and Attitude Required:

- Bachelor degree;
- Preferably bachelor degree in public health and policy;
- Strong understanding of public health policy, government decision-making processes
- Ability to organize advocacy campaign involving media, communication and policy papers writing; manage advocacy events
- Strong negotiation, lobbying, problem solving, liaison, and networking skills.
- Ability to work quickly and accurately under pressure or stressful conditions.
- Community mobilisation skills, including networking/coordination among different local partners;
- Demonstrated training and group facilitation skills;
- Strong time management and organizational skills;
- Good interpersonal and communications skills; 
- Excellent verbal and written English and Vietnamese communication skills.
- Good computer skills in Word, Excel, Powerpoint and email;
- 2-3 years of work experience in managing advocacy activities including research, lobbying, campaign development and implementation, especially on child health issues.
- Experience in INGO-funded project planning and implementation.

World Vision Vietnam is a Christian non-government organization. Applicants having working experience in a similar kind of organization will be an advantage.
