Consultant for Child Rights Governance Program

At present, Vietnam Country Office has programs in 20 out of 63 provinces in Vietnam. We are looking for a Vietnamese national for:

  • Vacancy: Consultant for Child Rights Governance Program
  • Location: Hanoi

Main Responsibilities:

The selected individual will collaborate with SCI staff and partners to implement the following tasks:

  • Cooperate with finance staff and program staff of both SCI and project’s partners to ensure advances and financial reports of project’s partners (including 2 partners in Hanoi and 1 partner in Hue) are processed effectively, timely and in compliance with SCI’s cost norm and financial regulations.
  • Review procurement documents and monitor procurement process implemented by partners to ensure they follow SCI’s regulations.
  • Support the CRG program team to monitor the component of Organization Capacity Development (OCD) of 2 partners.
  • Support the CRG program and relevant staff and project partners to monitor a survey (Young Voices).
  • Support other CRG program staff to complete advances and clear advance process as needed.

Key Competencies:

  • University degree in community development, social development or related field;
  • Minimum 3 years of experience, preferably in CRG projects;
  • Experience of working with local government and CSO partners;
  • Good experience with project implementation and monitoring
  • Good command of financial skills
  • Excellent English and Vietnamese, both written and verbal;
  • Be able to work individually and in group
  • Ability to meet deadlines and work under pressure;
  • Commitment to and understanding of Save the Children’s aims, values and principles

Expected outputs:

  • Partners’ advances and financial reports are process timely during the consultant’s contract periods.
  • All partners’ procurement packages are reviewed and sent to relevant SCI staff for revision timely; all responses are sent to partners in timely and accountable manner.
  • All relevant activities implemented by project partner are monitored; All changes or progress of implementation are reported to Program Manager in a timely manner. Any comments/ suggestions on partners’ performance are shared with Program Manager and related staff in constructive and solution-oriented way.
  • Program staff’s advances and clear advances are processed timely
