Call For Proposals: Conduct mid-term evaluation for iPLAY project

(Integrating Play-based learning activities for young leaners)

Background

VVOB – education for development, is a non-profit organization with over 35 years of experience in improving the quality of education systems from a rights-based perspective. VVOB has currently long-term partnerships with education actors in 10 countries (Belgium, Cambodia, DR Congo, Ecuador, Rwanda, South Africa, Suriname, Vietnam, Zambia and Uganda)

VVOB focuses on capacity development of its operational partners: Ministries of Education, teacher training institutions and organizations focusing on professional development. Partners range from national and regional governments to institutions, individual schools, school leaders, teachers and students. 

Objectives of the call

VVOB seeks a consultant or a team to conduct the mid-term evaluation for the project.

This mid-term evaluation (MTE) is being commissioned to provide an independent assessment of the project’s progress to date, and to evaluate its performance against the objectives mentioned above. The results from the evaluation are expected to offer key insights and lessons into successes or challenges that the project has faced, with a view to help inform the implementation of the latter half of the project.

Objectives of Mid-Term Evaluation

  • To review progress towards the achievement of project objectives and outputs, based on the logical framework of the project.
  • To determine the extent to which the project has met the evaluation criteria set forward by the donors in supporting the delivery and achievement of planned results: Relevance and Effectiveness.
  • To identify key insights, lessons and good practices.
  • To identify the factors that hinder or contribute to the successful integration of LtP in the primary classroom and provide recommendations in relation to achievement of project objectives and outputs and to suggest what adjustments if any, would need to be made in the strategy and structure of the project for maximum impact on establishing playful environments at the primary school level, as well as at the level of teacher teaching.

Scope of Mid-Term Evaluation

The mid-term evaluation will be conducted in 5 cohort-1-provinces (Da Nang, Quang Tri, Thai Nguyen, Ha Giang, Lai Chau).

Methodology of Mid-Term Evaluation

The consultant is expected to use a combination of desk review (including relevant policies, project documents, project interim reports, school year plan & lesson plan analysis, and others), school and class observations, in-depth interviews with key partners (e.g., Provincial DOETs, BOETs), sample of direct beneficiaries (school leaders and core teachers), most significant change stories, and focus group discussions with direct beneficiaries.

Timeframes

The consultancy will take place between 1st April to 10th July, 2022:

  • 1st – 10th April: Desk review + Inception report due
  • 10th April – 29th May: Fieldwork
  • 30th May: Preliminary report or PowerPoint presentation due
  • 30th May - 10th June: Restitution workshops with iPLAY project staff and other stakeholders
  • 24th June: Draft report due
  • 10thJuly: Final report due
