1.     Summary

Title: Consultancy - Quantitative and Qualitative Study of the impacts of floods associated with cyclones on schools and vulnerable households

2.     Background:

German Red Cross (GRC) is part of the world-wide Red Cross and Red Crescent Movement. As a humanitarian organization, GRC assists victims of conflict and disaster as well as people affected by social or health related crisis. The Red Cross Movement provides assistance to vulnerable people without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven principles of the Red Cross movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. In Vietnam, GRC is supporting its local partner, the Vietnam Red Cross (VNRC), to implement projects in the field of Disaster Relief & Rehabilitation, Disaster Risk Reduction & Climate Change Adaptation, and Capacity Building.

Vietnam is considered as one of the most hazard-prone areas in the Asia Pacific Region, and is one of the five countries in the world potentially most affected by climate change. The Forecast-based Financing project in Vietnam is part of the Action Plan of the German Federal Foreign Office for Humanitarian Adaptation to Climate Change.  The Action Plan aims to establish an anticipatory humanitarian system using a new approach called Forecast-based Financing (FbF). FbF aims to anticipate disasters and reduce human suffering and losses. As a new concept, Forecast-based Financing (FbF) is a mechanism that uses weather forecasts to trigger timely humanitarian actions (Early Actions), before a hazard hits the exposed population. These actions described in specific Early Action Protocols are automatically funded when the triggering forecast is released.

In the the first phase of the FBF project in vietnam the VNRC focused on Heat-waves in urban cities and the VNRC sucessfull developed an Early Actions Plan (EAP) for reducing  Heat-Waves impacts in Hanoi on vulnerable groups.  The second phase of FbF project VNRC plans to select early actions on flood associated with cyclone and for this purpose, the GRC is seeking the service of a consultant.

3.     Purpose

GRC is seeking the service of a consultant to conduct a quantitative and qualitative study on the impacts of floods associated with cyclones on schools and vulnerable households. Through field surveys, the objectives of this study is to gather semi-quantified data to better understand (1) the impacts of the loss of important documents, assets and foods by vulnerable households, and (2) the impacts of the loss of access to drinking water and of books and materials in schools. Through semi-structured questionnaire, the consultant will collect data with key informants and vulnerale households and will compile the information in one report.

4.    Duty Station

After an initial meeting with GRC and VNRC, the consultant will conduct the interviews of school teachers/ headmasters, DoE, households and DCC/CCC in 3 disaster-prone provinces which will be selected by VNRC. The data analysis and reporting will be done home-based.

In December, 03 Provinces impacted by floods the last 10 years will be jointly selected by the GRC, VNRC and the consultant. 02 communes (impacted by floods the last 10 years) per Province will be sampled for the survey. In each commune,10 households which have been flooded in the last 10 years and who bellong to the vulnerable groups of poor / near poor and/or elderly/ PWD will be interviewed. One Key informant per commune and one key informant per district fron relevant authorities (CCC, DCC) will also be intervieweed. In addition, at least 2 schools usually flooded during heavy rains / cyclones per province will be selected and one key informant from the DoE will be interviewed (per province). 5.     Deliverables & Proposed Timeline

  • December 1-15th : Field survey in 3 selected provinces (2 communes per provinces)
  • December 15 -31th: Reporting

Deliverables:

  • Short report (15 pages maximum)
    • Methodology / sampling strategy (2 pages)
    • summary of the answers to the questionnaires – 8-10 pages
    • pictures and quotes illustrating the main results (as a case study) – 2-3 pages
  • ANNEXES
    • Answers to all the questions recorded for each interviewee
    • Maps of Provinces / districts / communes selected
    • List of interviewees

4.     Selection Criteria

  • The applicant holds at least a Bachelor’s degree in development studies, humanitarian action, or fields related to these.
  • Good understanding of key disaster risk reduction policy and practices in Vietnam
  • Excellent command of Vietnamese
  • Experience in research on early actions or humanitarian response actions in general and of the Early Warning Early Action agenda is an advantage
  • The consultant should have a demonstrable ability to conduct field survey.
