Consultant to Conduct Technical Trainings

Conduct technical trainings regarding to identified work plan in compliance with BMP version 3 and ASC shrimp standards requirements for 30 farmer groups in Soctrang, Baclieu and Camau provinces (detailed TOR is attached)

1. Background of consultancy assignment/ project:

WWF is one of the world's largest and most respected independent conservation organizations, with over 5 million supporters and a global network active in over 100 countries. WWF's mission is to stop the degradation of the earth's natural environment and to build a future in which humans live in harmony with nature, by conserving the world's biological diversity, ensuring that the use of renewable natural resources is sustainable, and promoting the reduction of pollution and wasteful consumption

WWF has a long established presence in the Mekong region, starting in Vietnam in 1990.

Following a strong track record of conservation delivery over the past years, WWF has established both the credibility and presence to deliver conservation impact at all levels from provincial, to national to regional.

Aquaculture is one of the priorities which WWF Vietnam contributes the intervention for more sustainable production. Aquaculture makes valuable contributions to local livelihoods and jobs for local people – from subsistence farmers practicing aquaculture to more specialized commercial enterprises operated by small households through to larger integrated multinational companies.

Vietnam's total export turnover of shrimp in 2013 exceeded US$2 billion; white-leg shrimp posted export turnover of $952 million and giant tiger prawns accounted for the remainder (VASEP). Apart from the economic value that the shrimp aquaculture industry generates for Vietnam, this business also provides hundred of thousands of jobs for local communities. However, it also poses several threats to the environmental health of the region.

To help protect the environment and maintain conservation values as well as to promote the sustainable development of the Mekong Delta, WWF Vietnam has set specific targets for promoting responsible farming practices through sustainable certification and Better Management Practices (BMP) and Aquaculture Stewardship Council (ASC) certification.

WWF Vietnam has just conducted Gap analysis and developed a work plan in relation to BMP Version 3 and shrimp ASC standard requirements for 30 farmer groups in Soctrang, Baclieu and Camau provinces. This will support shrimp farmers towards promoting more responsible shrimp aquaculture through a step by step approach.

However, to ensure the successful implementation of the principles of BMP version 3 and the final ASC shrimp standards by farmer groups, the project needs to hire a consultant team to train farmers with regards to the identified work plan in compliance with BMP version 3 and ASC shrimp standards requirements. To fulfill these connected activities, WWF-Vietnam needs to hire a consultants team to take on the below mention detail duties and tasks.

2. Objective of the services

  • Design suitable guidelines and manual along with associated forms and record-keeping mechanisms for 30 farmer groups/cooperatives aligned with BMP version 3 and ASC shrimp standards requirements.
  • Conduct trainings for 30 farmers groups/cooperatives based on the results of the gap assessments and work-plan developed to improve farming protocols towards responsible practices and achieve responsible production.
    Receive feedback from small shrimp holders (if any) to the guidelines, manual, forms and record-keeping mechanism and revise as necessary to finalize the documents.

3. Required profile:

Knowledge/Expertise:

  • The consultancy team should include members with following backgrounds: at least having Bachelor degree or above in related field (aquaculture, environment)

Experiences:

  • Demonstrated experience with sustainable standards such as ASC, GlobalGAP, BAP,
  • At least 3 years of relevant working experience for this assignment.
  • Experience in gap analysis and work-plan development for small scale farmers will be preferred.
  • Good in English writing, and familiar with local language.
  • Experience in technical training issues related to sustainable shrimp aquaculture in the Mekong delta.

Skills and Abilities:

  • Having skills and experiences in consultancy for methodology, familiar with the project areas and understanding the local languages.
  • Good in English writing skills

4. Reporting requirement

The consultant will be responsible for submitting the first draft of the report to WWF Vietnam the requirement below:

- A summary report in English
- A detail report in Vietnamese, including:

  • Summary 1 page
  • Main text, excel sources and annexes.

- Revising towards a publication-ready version (with the consultant full credit as author) but the study will be considered as WWF’ assets.

5. Proposal required

  • Profile of service provider must be required
  • Proposed methodology, workplan, activities, timeframe and budget included
  • Profile of team leader and members of the review team
