Consultant to conduct TOT training for Master Facilitators on CSE for lower secondary students at district

1. Introduction:

Founded in 1937, Plan International is a development and humanitarian organisation that advances children’s rights and equality for girls. We strive to advance children’s rights and equality for girls all over the world. As an independent development and humanitarian organisation, we work alongside children, young people, our supporters and partners to tackle the root causes of the challenges facing girls and all vulnerable children. We support children’s rights from birth until they reach adulthood and enable children to prepare for and respond to crises and adversity. We drive changes in practice and policy at local, national and global levels using our reach, experience and knowledge. For over 80 years we have been building powerful partnerships for children, and we are active in over 75 countries.

Plan International has been working in Vietnam since 1993. Our work supports marginalized children and youth, especially adolescent girls, to start life and grow up physically and mentally healthy and as adolescents so they are leading the way to shape their own future. Our goal by 2026 is to reach 2 million girls from 1,875 ethnic communities in Vietnam so they can learn, lead, decide, and thrive.

Plan International Vietnam (PIV) is carrying out a 2-year project named Ensuring adolescent girls LEARN AND STAY PROTECTED from sexual and gender-based violence in COVID-19” from 2023 – 2025. Research conducted by Plan International Vietnam in July 2020 in Ha Giang Province has shown that during and even after COVID-19, students of ethnic minority communities have been facing various difficulties in accessing education and services and thus, being vulnerable to sexual and gender-based violence. The most common reasons are:

  • Lack of access to basic services for children, including protection and education;
  • Limited opportunities and resources for EM children to be active agents of change in their communities and schools;
  • Limited capacity of parents/caregivers, teachers/schools staff and relevant stakeholders in terms of understanding;

The project selects two most disadvantaged districts, Yen Minh and Meo Vac with urgent sup-ports for education and child protection at particular 08 primary schools of 08 communes including Lao Va Chai; Huu Vinh; Sung Thai; Mau Long; Lung Chinh; Giang Chu Phin; Can Cu Phin and Lung Pu.

There is also a component on influencing and advocacy work. PIV will work with the policy and technical partners at the provincial level.

The project goal will be achieved through three (03) outcomes: (1) Strengthening knowledge and resources of adolescent girls to learn and protect them-selves from SGBV; (2) Supporting families and communities challenge harmful gender norms and assist adolescent girls to learn and stay protected from SGBV; (3) Working with governments and humanitarian actors to ensure adolescent girls can access education and protection services.
