  1. Summary

 

Title:

End of Project Evaluation of the Community-based Disaster Risk Management (CBDRM) Project in Quang Binh

Position:

Consultant Team (preferably 01 international team leader, 01 assistant)

Duration & timing:

Maximum of 30 working days between 11/12/2017 – 31/03/2018, with 2 weeks field trip to Hanoi and Quang Binh (25/02-10/03/2018)

  1. Background

The CBDRM Project started in April 2015 and will end on 31 March 2018 with technical support from the German Red Cross (GRC) and financial support from the Marga and Walter Boll Foundation. It is implemented by the Vietnam Red Cross (VNRC). The project’s goal is to contribute to the reduction of negative impacts of more frequent and severe natural hazards in the context of Climate Change on urban, peri-urban and rural populations of Quang Binh province, namely in Dong Hoi city (Phu Hai and Bao Ninh wards) and in Tuyen Hoa district (Thuan Hoa and Mai Hoa communes). The project design was based on a holistic approach, targeting the VNRC, the local population, authorities and schools with the aim to enhance their capacity to effectively prepare for, withstand, respond and recover from disasters (see full ToR enclosed).

  1. Purpose

The GRC is seeking the service of a consultant / consultant team to

(i) document the project achievements,
(ii) provide recommendations for future CBDRM projects in Vietnam,
(iii) serve as the basis for the final back donor report.

  1. Outputs/ deliverables

(i) inception report

(ii) evaluation report including executive summary

(iii) 2 case studies

The documents should be delivered in English and in Vietnamese, in order to allow the involvement of / discussion with the stakeholders in Vietnam. It would be an asset, if the final executive summary (max 5 pages) and the two case studies (max 4 pages each including photos) could be submitted in German as well for sharing with the back donor.

  1. Required qualification / experience

  • University degree in social science, or development studies, or political science, or South-East-Asia studies

  • Positive track record in relevant quantitative and qualitative data/analysis/researches/surveys

  • Management experience in both development and humanitarian work

  • At least 5 years of theoretical and practical experience with Community Based Disaster Risk Reduction (CBDRR) / Disaster Preparedness (DP) projects including crosscutting issues such as gender, inclusion, climate change adaptation etc.

  • Work experience in and/or knowledge of Vietnam, particularly with regard to the typical vulnerabilities of Central/ Central-North provinces and the national legal frameworks and regulations on DRR/CBDRM/CBDRA

  • One native Vietnamese citizen, living in Vietnam, as a team member is an asset

  • Good command of both - written and spoken English and Vietnamese - in the team, as all work related communication is both languages. German could be an additional asset, as some final documents (executive summary and two case studies) shall be shared with the back donor in German.

  • Previous experience working with the Red Cross Red Crescent is preferred

  • Good command of MS Word, MS Excel and statistics software

  • Results focused and accountable

7. Selection criteria

The criteria for the evaluation of the quality of the proposal are:

  • Qualification of the evaluation team members

  • Past experience of the evaluation team members

  • Technical quality of the proposed methodology

  • Financial proposal

The evaluation proposal must include the following documents in English:

  • Short motivation letter

  • Human resources proposal, including the CVs of the proposed evaluation team members

  • List of relevant past works with their references

  • At least one example of a report on a similar evaluation conducted by the applicant

  • Concise technical proposal describing clearly the evaluation methodology and tools that the applicant intends to use

  • Tentative work plan

  • Financial proposal for the overall cost – in EUR – of the consultancy. Please note that the applicant is expected to cover all the expenses related to the evaluation (transportation, accommodation, per diem, etc.).

Please note also that according to Vietnam tax laws, for applicants applying as individuals, 10% of the contract’s value will be withheld as for Personal Income Tax (PIT) and paid to the Hanoi Tax Department by the GRC. Please clearly indicate if your offer is based on Net or Gross calculation. For applicants applying as companies, invoices should be issued inclusive of taxes applying in this case.
