The United States Agency for International Development (USAID) Saving Species Program is USAID/Vietnam’s flagship implementation vehicle for combating wildlife trafficking and implemented by Tetra Tech in partnership with Vietnam CITES Management Authority of the Ministry of Agriculture and Rural Development. TRAFFIC Vietnam and the Wildlife Conservation Society (WCS) are also project partners.

USAID Saving Species is seeking 01 qualified consultant to to review the capacity of the scientific authorities and to develop a set of criteria for selection and designation of CITES scientific authorities of Vietnam in compliance with Decree 06/2019 and CITES regulations. 

Below is the summary of the Scope of work (SOW); for more details, please refer to the attached SOW.

Overall Goal: To develop a set of criteria for the selection and designation of CITES scientific authorities inVietnam in order to effectively implement Vietnam’s obligations under CITES.

Specific Objectives:

  • Review the capacity and operations of the CITES Scientific Authorities of Vietnam in light of Decree 82/2006/N?-CP;
  • Develop a set of criteria for selection and designation of CITES Scientific Authorities in accordance with Decree 06/2019.
  • Carry out various activities to enhance capacity and promote experience sharing among scientific authorities in relation to scientific examinations and advice on CITES and management practices of wildlife flora and fauna in Vietnam.

Main tasks & Responsibilities

  • Develop an assessment report which reviews the operations of CITES Scientific Authorities of Vietnam (operations and capacity related to CITES areas; supporting activities for law enforcement agencies; challenges in their operation) and render recommendations for improvement.
  • Coordinate with the CITES Management Authority to develop a set of criteria for the CITES scientific authorities of Vietnam; share the set of criteria with various parties for their inputs in the technical meetings on the criteria and model of coordination and cooperation among the CITES Management and Scientific Authorities, and revise the criteria based on the inputs to submit to the Ministry of Agriculture and Rural Development for approval.
  • Develop, revise and finalize a Regulation providing for a working mechanism, information sharing among CITES Management Authoritty and CITES Scientific authorities; experience sharing on scientific examination, advices, research, monitoring of CITES species; identifying prioritized activities among authorities in the 2020-2025 period and submit to the Ministry of Agriculture and Rural Development for approval.

- Draft set of criteria: one week after survey trips

- Revised and finalized draft after getting comments/inputs from relevant stakeholders to submit to the MARD for approval: one week after technical/consultation meetings

Report in Vietnamese with an executive summary in English (1 – 3 pages)

 

The draft Regulation for coordination mechanism and information sharing among the parties

Develop a Regulation providing for a working mechanism for information sharing among CITES Management Authority and CITES Scientific authorities; experience sharing on scientific examination, advice, research and monitoring of CITES species; identifying prioritized activities among authorities in the 2020-2025 period

December 2019

- the Draft Regulation: 3 days prior to meetings

(presentations in Vietnamese and English and headlines in English)

- Revised and finalized draft after getting comments/inputs from relevant stakeholders to submit to the MARD for approval: one week after technical/consultation meetings


Timeline & Working days

Total time for consultancy work is 51 days for one consultant

  • Starting time:  October 2019
  • Finishing time: December 2019

Qualifications

  • Bachelor Degree in Law/Forestry/Biology or higher, preferably with experience in research, capacity assessment and organizational structure
  • A minimum of 10 years or more working in relevant areas
  • Experience in policy research and assessment and management system
  • Experience in conducting capacity assessment and analysis
  • Preferably experience in working with scientific agencies, state management agencies related to biology, environmental and forestry areas
  • Experience in consulting or participating in developing legal documents, preferably with experience in the forestry and natural conservation sectors
  • Experience and skills in teamwork; ability in analyzing and synthesizing reports, give consolidating feedback and responding to comments/inputs.
  • Excellent presentation and writing skills.
  • Excellent computer skills

Report

The consultant shall report to Project Management Unit, Chief of Party of USS and CITES Management Authority of Vietnam - Vietnam Administration of Forestry.
