Consultant to Design and Monitor the 2nd phase of Ben Tre's Construction

TERM OF REFERENCE – DESIGN AND MONITOR THE 2^ND PHASE OF BEN TRE’S CONSTRUCTION

INTRODUCTION

SOCODEVI is a non-government, non-profit organization was established by Canadian cooperatives in 1985 with the mission to support the development of international co-operative movement for a better world.

The VCED project is supporting the Ben Tre Green Pomelo Cooperative to build the Processing complex. According to the plan, phase 1 is to build processing buildings (ongoing) and phase 2 will build a showroom and office. This reference covers phase 2’s activities.

• Based on the available detailed design, adjust detailed items to reduce the total cost, but still preserve the inherent characteristics of design ideas, basic structure, usability and durability of the project.  
• Supervising the construction process of phase 2, ensuring the contractor follows the design, uses the right and sufficient materials and meets the progress plan.
• Acting as a coordinator with the contractor, the investor (Ben Tre Green Pomelo Cooperative) and the sponsor (VCED project), in order to discuss and agree on the optimal solutions to the problems arising during construction.
• Coordinate with related parties to fulfill the completion documents of construction items in phase 2

CONSULTANT REQUIREMENT 

VCED project is seeking for consultant to do above tasks with following requirements.

• Having high expertise in construction design, having degrees and certifications corresponding to the scale of works according to the government’s regulations.  
• Long-term experience in supervising construction works by various methods (on-site and remote monitoring).
• Have a deep understanding of the government’s regulations related to the construction of these items, from the design stage to the completion of the work.

Time and location

• Time: up to 5 months
• Location: in Ben Tre province
