Consultant to Develop a Baseline Survey for the Project “Improved Protection and Quality Education for Migrant and Vulnerable Children in Ho Chi Minh City Phase II”

We are looking for a Vietnamese national for:

Vacancy: Consultant develop a Baseline survey for the project “Improved Protection and Quality Education for Migrant and Vulnerable Children in Ho Chi Minh City Phase II”
Based in Hochiminh City

Main Responsibilities: The consultant team is expected to develop relevant questionnaires and tools to measure and inform, as well as use the existing SCI (inclusive) tools. The baseline must collect relevant data linked to the expected project results (outcomes, outputs, indicators). This should be done in close collaboration with the SCI project team in HCMC, the SCI MEAL officer in Hanoi and appointed technical advisors, and local (city, district, and commune-levels). Specific tools to seek information from in and out-of- school children should be developed, with a special focus on migrant children.

Key Competencies:

  • Degree in social sciences or similar background relevant to this project
  • Solid understanding of education- and protection governance structures in Vietnam, preferably in the south of Vietnam.
  • Experience of conducting similar surveys, baselines and tools development
  • Experience in involving children as respondents in Vietnam and/or other countries in SEA.
  • Minimum 5 years of working experience in development, preferably participatory research and school-community based development area.
  • Understanding and sensitive to the political, social and cultural structures in Vietnam
  • Professional level of English as working language for at least 5 years.
  • Demonstrated ability to follow time-lines, securing good communication with employer, and delivering high quality reports within the dead-lines.
