Consultant to Develop Technique, Planning to Implement Alternative Livelihood Support Victims and Potential Victims of Trafficking

The project Tackling Modern Slavery from Vietnam: an Interagency Program for Behaviour Change, Access to Justice and Reintegration Support will tackle modern slavery from Vietnam through harnessing the experience, knowledge, networks and resources of IOM, World Vision International and British Council to implement a coordinated series of interventions across five source provinces of human trafficking and modern slavery, with focus on newly identified vulnerable groups.

The project is implemented in 18 months from September 2019 to March 2021, in five target provinces/ city including Nghe An (Yen Thanh; Dien Chau); Hai Phong city (Thuy Nguyen); Quang Binh: (Dong Hoi, Bo Trach); Ha Tinh (Can Loc; Nghi Xuan); and Quang Ninh (Ha Long).

World Vision International in Vietnam will deliver Impact Area 3 by building the capacity of key stakeholders to ensure that at-risk individuals are identified early and correctly, and victims are supported adequately and with dignity. Research commissioned by the British Government[1] shows there remains a lack of understanding among at-risk groups on how to report to the authorities and limited awareness amongst those tasked with assigning trafficked victims and potential victims of trafficking (P/VoTs) status. Besides, language barriers to victim identification between British Social Workers and Vietnamese PVoT in the UK also prevent the at-rish group to get access to support services and report cases timely when they are in trafficked situation.

Research finding from After Trafficking – Experiences & Challenges in the (Re)integration of Trafficked Person in the Greater found that “there is a general dearth of trained professionals in the field of psychology, counselling and social work in the region” as well as many service providers working with trafficked persons did not have professional training and/or experience in VoTs/PVoTs support. Many did not have even basic training in working with vulnerable people. Besides, the code of ethics/ legal framework have not mentioned in their practices to support to VoTs/PVoTs. It needed to be professional care standards and codes of conduct for all practitioners working directly with trafficked persons, including non-formal actors to ensure assistances will be offered by trained social workers consistently.

With an aim to equip the knowledge and working skills for the social workers from the communal to provincial levels and the community based non-formal actors and to improve the identification and assistance of VoT/PVoT, under framework of TMSV project, WVV colaborate with DOLISA in the target provinces to conduct the Capacity building Trainings for Social Workers and Non-formal Actors.
