1. Background information to the Services/Goods to be supplied
WWF, the world’s leading conservation organization, seeks a Consultant for the USAID-funded Mekong for the Future project activity to be based in one of the five WWF Greater Mekong country offices (Viet Nam, Cambodia, Lao PDR, Myanmar).
The Mekong for the Future is a three-year project that will support natural resources governance and transparency across the Greater Mekong through strengthening civil society's ability to engage in natural resource governance and improving their access to, and understanding of, environmental data from public and private sources. The project will strengthen the ability of civil society organizations in the region to coordinate their activities, improve their ability to advocate for and monitor environmental policies, increase transparency and improve their use of environmental data.
2. Specific Services/Goods the Supplier will provide, including methodology and related information
The consultant will lead the process to develop a foundational knowledge product that introduces a diverse audience to the issue of rights of access to environmental information, describe the current state in the five Mekong countries, and provide recommendations to regional stakeholders for future activities.
This report looks at access to environmental information in the five countries of the region. This report would be a desk analysis, in conjunction with national lawyers, who would identify the laws, regulations, and policies that allow or enable or restrict access to environmental information. This could also examine the provision of information in areas including water/river issues, natural resources issues, EIA matters, etc. (IR3)
3. Qualification required for the consultant:

International experience in working with/in more than one of the Greater Mekong subregion countries

Good knowledge and experience in environmental law

Previous experience on similar assignments

Good knowledge of biodiversity and conservation projects

High sense of responsibility and commitment
-
Able to complete the task according to the deadline

Fluent spoken and written English
