Consultant to Draw Pictures for Illustration of IEC Materials on Parenting Skills

TERMS OF REFERENCE: CONSULTANT TO DRAW PICTURES FOR ILLUSTRATION OF IEC MATERIALS ON PARENTING SKILLS

Project “Promoting inclusive and relevant early childhood care and education for ethnic minority and disadvantaged children in Vietnam” – funded by EU

I. BACKGROUND

Aide et Action International (AEA) is an international NGO, started working in Vietnam since 2003 to support the development of sustainable education projects with our belief in the universal right to a quality education. The approaches of AEA in Vietnam focus on early transformation during two time periods which are most critical in a child’s schooling, Early Childhood Care and Education (ECCE) to basic education. Over 10 years of experiences along with local communities, partner organizations, and governments, AEA has implemented a number of projects in various locations.

The Consultative Institute for Socio-Economic Development of Rural and Mountainous Areas (CISDOMA) is a Vietnamese NGO established in 2000. Since its establishment, CISDOMA has carried out various intervention projects both at grassroots level and central level, and researches and surveys on the topics relating to sustainable agriculture, climate change adaptive livelihoods, Disaster Risk Reduction, value chain, Community Education.

II. RATIONALE

Aide et Action and CISDOMA are now implementing the project “Promoting inclusive and relevant early childhood care and education for ethnic minority and disadvantaged children in Vietnam” - funded by EU - with the aim to increase access to high quality, relevant pre-school and early primary education for ethnic minority children living in 3 communes of Tam Duong district in Lai Chau Province (Ta Leng, Nung Nang, Khun Ha) through enhanced teaching pedagogies, participation of parents, and well-informed policymakers.

Within the project framework, parents and caregivers of ethnic minority children will play key roles in the process of promoting the quality of care and education for the children. Parents will receive needs-specific training in nutrition, health and hygiene, among other topics to develop their capacities to more suitably care for their young children.  In order to achieve the project’s objective, an Information, Education and Communication (IEC) material package will be developed and applied in the project’s community. In order to this materials is used effectively, visualization of the contents of the materials by relevant pictures is very essential. 

III. OBJECTIVE

The consultant (preferred artist) will help to draw pictures for illustration of IEC materials on Parenting Skills based on the content of the skills which was developed by relevant experts.

IV. SCOPE OF WORK

The consultant will familiarize her/himself with the project’s proposal, need assessment report on Parenting skills, and other documents relevant to the project.

The consultant will work closely with project team and experts who developed the content of the IEC materials 

The consultant will discuss and get approval from Project Steering Board (PSB) and Project Implementation Board (PIT) on the proposed ideas.

The consultant will develop the pictures based on the approval of PSB and PIT. The pictures must reflect the true content of the skills, easy to understand and remember, fit with local culture, custom and practice, and comply with the project expected outputs and donor’s requirements.

The consultant will modify (if any) and finalize the pictures after testing to familiarize with the project target beneficiaries and community

The consultant will ensure the copy right of the pictures and such pictures after having integrated into the materials shall be the copy right of this project

V. DELIVERABLES

The specific outputs will be: 

  • A package of pictures which illustrate the content of 7 topics on Parenting Skills including: 
    • health care for children
    • personal hygiene for children and environmental sanitation
    • nutrition and food safety
    • care for pregnant mothers
    • preventing and dealing with situations involving common accidents and injuries for children
    • children rights
    • physical development, cognitive development, language development, emotional development and social skills, aesthetic development
  • A written document from the consultant to ensure no violation of copy rights of the pictures  

VI. CONSULTANT REQUIREMENTS

The consultant should preferably have:

a) ability of good drawing, graduated from University of Fine Art is an advantage
b) understanding the concepts of topics in IEC materials to develop the ideas for suitable pictures 
c) at least 2 years of experience in developing pictures for IEC materials, especially for education projects
d) understanding on the culture, custom and practice of Mong tribe and Tam Duong district, Lai Chau province

VII. DURATION AND TIMING

The consultant is expected to start the service from the 3rd week of August 2016 and complete the task no later than 31st of August 2016 with agreed detail schedule.

VIII. MANAGEMENT OF THE ASSIGNMENT

The contract will be signed in accordance with AEA regulations and guidelines for the contracting of consultant. The assignment will be directly managed by the Project Officer and Communication Officer in the planning, picture developing and finalizing the task assigned.
