Consultant to Evaluate Red Cross Response to Typhoons Wutip and Nari

To respond to the needs of those affected by typhoons Wutip and Nari (locally known as typhoon no. 10 and no. 11) in October 2013, the International Federation of Red Cross and Red Crescent (IFRC) launched an Emergency Appeal to support Vietnam Red Cross (VNRC) provide humanitarian assistance in nine Central provinces of Viet Nam.

In line with the IFRC policy and framework for evaluation, the VNRC and the IFRC seeks to evaluate the relevance and effectiveness of the operation, as well as to identify key lessons and
recommendations to inform future response and recovery operations.

Therefore, the VNRC and IFRC is seeking a suitably qualified consultancy team (01 team leader and 01 team member) to carry out an evaluation in accordance with the attached Terms of Reference.

In responding to this request, the applicant(s) should include:

• A brief technical proposal, including methodologies, contents, and budget break down for stages of consultancy;
• Resume (s) highlighting relevant qualifications, experience and three references in similar tasks; and
