Background information/context (Project information)

The “Comprehensive Model for Community Resilience in Vietnam” project funded by United States Agency for International Development (USAID) is implemented in 16 communes with their primary and secondary schools in three provinces: Ha Giang, Son La, and Thua Thien Hue provinces from October 2021 to September 2023. It is implemented through the following consortium partners: American Red Cross (ARC, as lead) working with and through Vietnam Red Cross (VNRC); Catholic Relief Services (CRS); HelpAge International (HAI), Plan International (Plan); and Save the Children (SC). 

The Goal of the Activity is to ensure targeted communities, schools and its diverse groups are more resilient to multi-hazards through reinforcing Disaster Risk Reduction and Management (DRRM) structures, enhancing capacities, and optimizing resources on preparedness and readiness at community level.

The project has the following outcomes:

  • Intermediate Outcome 1: By the end of the project, commune governments, Community based Organizations (CBOs), Mass Organizations (MOs) have improved capacities to support local communities to prepare for and mitigate impacts from natural disasters.
  • Intermediate Outcome 2: By the end of the project, commune governments and emergency responders have strengthened capacity to support local communities to respond to disasters.
  • Intermediate Outcome 3: By the end of the project, provincial governments have increased capacities on coordination of resources for preparedness and response.
  • Intermediate Outcome 4: By the end of the end project, targeted schools are capable of implementing Safe Schools Initiative to reduce disaster risk for teachers and students.

According to Plan for Disaster Prevention and Control for the period 2021-2025 by the Ministry of Education and Training (MoET) that includes some of the specific objectives. 100% of schools in areas at high risk of natural disasters develop their DRR plans; 100% of school management teachers and staff in charge of disaster prevention and control are trained on DRR; and 100% of schools integrate DRR and Climate Change Adaptation (CCA) into their curriculum and extra curriculum activities.

To support MOET to implement the above objectives, the Consortium project will implement the Safe School Initiative that has four aims: 1. To protect children and education workers from death and injury in schools; 2. To plan for educational continuity in the face of expected hazards; 3. To safeguard education sector investments; 4. To strengthen a disaster resilient citizenry through education.

To fulfil these aims, three complementary pillars ensure a comprehensive approach to school safety: Pillar 1 - Safe Learning Facilities (i.e. making them resilient to different types of hazards e.g. floods), Pillar 2 - School Disaster Management (i.e. making plans and committees that address the needs identified in risk assessments); Pillar 3 - Risk and Resilience Education (i.e. ensuring DRR and climate change adaptation (CCA) is integrated into formal and informal education).

The consortium project interventions will contribute to six outputs below:

  • Output 4.1: Education staff and school teachers are provided with knowledge and skills on inclusive Safe Schools Initiative, including Safe School Assessment and Safe School Plan development.
  • Output 4.2: The trained school officials and students conduct their school assessments and develop their School Safety Plans.
  • Output 4.3: The target schools implement their plans with the support from relevant government departments, civil society and other stakeholders.
  • Output 4.4: Teachers and relevant school staff are provided with knowledge and skills to support the integration of DRR/CCA into curriculum and extracurricular interventions.
  • Output 4.5: DRR/CCA is integrated into curriculum and extracurricular interventions in target schools.
  • Output 4.6: Good practices/models relating to Safe Schools Initiative are documented and shared with relevant stakeholders (government and non-government) to influence decision making processes

To support the target schools in implementation of DRR/CCA into curriculum and extra-curriculum interventions (Output 4.4 and output 4.5), the Consortium will share with the target schools the guidance on how to implement key interventions under safe school initiatives including good practices and lessons learned documented in the previous phase. These will include but be not limited to child-led DRR clubs’ operation, awareness raising interventions using gender-sensitive and child-friendly Information – Education – Communication (IEC) materials, DRR/CCA education lessons, and instruction on how to make child-friendly teaching tools using local materials.  

As Technical Lead for this component, SC will provide a Training for Trainers (ToT) for the Consortium Members and local partners (including education staff) on the integration of DRR/CCA intra- and extra-curriculum interventions in schools and then the Consortium Members and their local partners will be able to conduct the roll-out trainings on this approach for targeted schools in their project areas.  The key information of this TOT is:

  • Objective: The objective of the ToT is to provide training participants with knowledge and skills to integrate DRR/CCA into school’s intra- and extra- curriculum and training skills to organize the roll-out training courses to targeted schools in their provinces/districts.
  • After the training, the participant can have:
    • Basic knowledge (brief introduction on objectives, key activities and indicators only) on national policies/program on DRR (Safe School Framework; Action Plan on National Strategy for Natural Disaster prevention, Response and Mitigation in the education sector, especially those for period 2021-2025, Program on integration of DRR into school; and Framework on Knowledge – Skills – Attitude on education of DRR/CCA for students, etc.) for schools.
    • Basic knowledge of main types of natural hazards, disaster risks and possible actions to address natural disasters, which takes full account of lens of gender and age for school-based interventions.
    • Skills (methodology; facilitation skills) to organize school based intra- and extra- curriculum interventions focused on how to promote child participation other stakeholders such as parents; local authorities; communities in school-based DRR interventions.
    • Skills (methodology; facilitation skills) to organize adult training which aims to help the training participants conduct well roll-out training courses for other school teachers at school level later.
  • Participants:Around 20 participants who are from the Department of Education and Training (DoET); Bureau of Education and Training (BoET) and Project Management Board (Committee for Natural Disaster Prevention and Control; Red Cross) in Ha Giang, Son La, and Thua Thien Hue provinces; and 5 participants from the Consortium organizations (VNRC, Plan, SC, and CRS).
  • Duration: 03 days
  • Training date:  In the second half of August 2022 (TBC).
  • Location:  Thua Thien Hue province (tentatively).
  • Approach: Participatory training methodology.

Objective

The consultant has the responsibilities to review the relevant documents to develop the training materials as well as to facilitate the TOT with high quality to ensure the training participants are able to organize the roll-out training for targeted schools later.

Location and official travel involved

The consultant will prepare for the training and report the training results at their home. The consultant will travel to Thua Thien Hue province (if any) to facilitate the TOT training.

Services the Supplier will provide:

The consultant will review the relevant documents in close collaboration with SC staff to develop the training materials and to facilitate the TOT with high quality to ensure the training participants will be able to organize the roll-out training for targeted schools later.  

  • Before the training: Work with SC’s focal point to review project documents (proposal, documentation of Safe School Framework implementation, IEC materials, training materials for this training in previous project and baseline report of this project and other documents including but not limited to: (Safe School Framework; Action Plan on National Strategy for Natural Disaster prevention, Response and Mitigation in the education sector, especially those for period 2021-2025, Program on integration of DRR into school; and Framework on Knowledge – Skills – Attitude on DRR/CCA for students, etc.) from MoET for integration of DRR/CCA into school for children, and prepare for training agenda, pre-and post-test, presentation, exercise, handout materials,
  • During the training:  Take the lead in facilitating a  three-day-training
  • After the training: Write training report including analysis of pre- and post-training test results and feedback/evaluation of the training from participants.

Experience and skill set required

  • Have extensive knowledge about Disaster Risk Reduction, and Safe School Framework;
  • At least 3 years of experience working in DRR sector.
  • Have extensive experience in conducting training skills, training of trainer skills in participatory approach and child friendly training skills
  • Have good skills on presentation and communication;
  • Have strong skills on team working;
  • Be familiar with working with INGOs;
  • Ability to produce quality work within deadline.

The training date will be agreed with the consultant by at least 01 week in advance.

Out of Scope

This service is required one person as main facilitator only. The project staff (SC and Plan) will support the consultant as co-facilitators if needed during training, which will need to discuss with the consultant in advance.

Status updates/reporting

The consultant shall provide the below status updates for the duration of the services:

  • Weekly progress update with Project Manager through email or meeting. The meeting will be scheduled with consultant later to review the deliverables if needed.
  • Training report will be submitted to Project Manager during three working days after training  

Acceptance

The consultant shall provide the deliverables of this services to Project Manager via email as below:

  • Deliverables 1:  To be accepted by Project Manager within 2 working days of delivery date.
  • Deliverables 2:  To be accepted by Project Manager within 5 working days of delivery date.
  • Deliverable 3: N/A
  • Deliverable 3: To be accepted by Project Manager within 2 working days of delivery date.

General assumptions and dependencies

  • SC will involve the Consortium members in reviewing the deliverables.
  • SC will be responsible for working with Consortium members and local partners to invite the trainees for training as well as provide training arrangements.
  • SC will arrange travel for consultant to facilitate the training if needed.

Payment information 

  • 100% of the total cost payable within 30 days of satisfactory completion of all deliverables.
  • The fees which consultant will propose does not include travel, subsistence and accommodation. Therefore, the consultant will propose the consultancy fee only. SC will cover the expensive for travel, subsistence and accommodation for consultant as SCI’s policy if any.
