Consultant in Finance Department

1.Context

The recruitment of Programme Finance Officer is in process and supposed to take about 2 months.2 over 3 PFOs are new and needed time for learning and adapt with the system and Organization FC-P need time to focus on provide guidance for 2 new EC project and train 2 new PFO.Till the end of December all budget of 2013 must be available for printing and approval.First quarter of the year  is the high pressure period of Finance Function for reconciliation and reporting (In both Compliance team and Programme team).Starting 2 new big projects granted by EC will require lots of administration work

2.Scope of work

2.1.Support Programme finance team

- Support PFOs to collect and arrange monthly finance reports (fax) from LRPs
- Support acting PFOs to entry data of monthly Financial report from LRPs into the excel file to SUN import
- Support PFOs to pre-check payment request from regional office (Centre and the South)
- Support to pre check Detail budget which is attached together with Fund transfer request from LRPs (check cost-norm, unit costs, unit and the consistency among information mentioned in detail budget)
- Prepare the document of new coding for activities in budget 2013  which is ready to be sent to LRP for Tri Tue’s soft ware .
- Support PFO to entry data of budget 2013 to file Pre import to SUN (If required)
- Copy document for IFSN project if required
- Support FC-P all the administration work related to 2 new projects granted by EC (Translation, format the template of the report, format the presentation of Financial guidelines...)
- Support FC-P in coding for 2 new projects granted by EC (Translation , shorten the description of the activity name in SUN)

2.2.Support finance department

- Translate finance documents (eg: justification from LRPs for questions concerning the Fund transfer requests, others expenses…)
- Support in any steps of reconciliation process at the reporting period of end year 2012
- Support in arranging the filling system as guidance

3.Period

From 19th December 2012 to 31st March 2013

4.Expected results

- Budget 2013 is available to be printed and approved at the end of December 2012
- Year end reconciliation and report are supported to complete properly
- Documents of IFSN project are copied within the deadline
- Documents are translated as require
- 2 new EC projects’ guidance and code are well created and inducted to stake holders
- Filling system is well organized as guidance

5.Qualification requirement

- University degree in finance and accounting or relevant field
- At least 1 year of relevant working experience
- NGO working experience is preferable
- Advanced level of English and Vietnamese

6.Monitoring and evaluation

- Will be directly supervised by Finance Coordinator – Programme
- Monthly report will be submitted as consultancy report

7.Budget

Total estimated budget is 44.400.000 VND. The consultant will be paid with the rate of 600.000 VND/ working day including PIT and monthly payment based on actual working day.
All the cost will be covered by Finance department budget – PFO cost
